Job Title: Manager of Ethics, Compliance & Labor Relations

Salary Range: $93,555.00 - $109,725.00
POSITION PURPOSE:
Under the direction of the Director of Legal Services, the Manager of Ethics, Compliance & Labor Relations leads agency-wide compliance, ethics, and labor relations programs. This role ensures adherence to civil rights laws, promotes ethical conduct, manages collective bargaining processes, and supports equal opportunity across the agency. The position acts as a liaison with regulatory bodies and advises executive leadership on matters of ethics, labor relations, and compliance strategy.
ESSENTIAL JOB FUNCTIONS:
Compliance & Ethics:
- Serve as the Agency’s Ethics Officer and oversee the Ethics Point Reporting System.
- Develop and implement civil rights compliance programs (Title VI, Title VII, ADA, and EEO).
- Monitor agencywide compliance with federal/state/local EEO laws and civil rights regulations.
- Maintain EEO and ADA compliance records, plans, reports, and data analytics.
- Investigate and respond to allegations of harassment, discrimination, retaliation, and civil rights complaints.
- Prepare responses to EEOC, FCHR, and other government agencies and assist with legal proceedings.
Labor Relations:
- Interpret and enforce provisions of collective bargaining agreements.
- Advise management on union negotiations, grievance handling, and employee discipline.
- Conduct complex employee relations investigations and provide resolution recommendations.
- Partner with Safety & Security and HR teams to address labor issues and improve organizational culture.
- Participate in the grievance and arbitration processes, including hearings.
- Serve as a project manager or contributor on strategic labor-related projects.
Training & Policy Development:
- Develop and deliver training on labor relations, civil rights, ethics, and compliance topics.
- Draft and implement policies related to labor relations, EEO, ADA, and ethical conduct.
- Stay current with changes in employment, labor, and civil rights law.
Administration & Reporting:
- Ensure timely submission of mandatory federal/state reports (e.g., EEO-4, Title VI).
- Oversee data entry standards, internal audit systems, and quality control for compliance tracking.
- Prepare and present analytical reports to leadership on program effectiveness and legal risk.
- Participate in budget planning for compliance and labor-related programs.
MARGINAL FUNCTIONS:
- Represent the agency in unemployment hearings and labor-related vendor procurement.
- Support emergency management duties as a mission-critical role during agency-wide disruptions.
- Performs other work-related duties as assigned.
REQUIREMENTS:
Education and Experience:
- Bachelor’s Degree in Human Resources, Public Administration, Legal Studies, or related field required.
- Minimum of seven (7) years of progressively responsible experience in compliance, civil rights, labor relations, or employment law.
- Three (3) years in a supervisory or management capacity.
- Public sector or transit experience preferred.
Desired Qualifications:
- Master’s Degree or Juris Doctor (JD) preferred.
- Professional certification in HR, Compliance, or Labor Relations (e.g., SHRM-CP, PHR).
- Completion of specialized training in EEO, Labor Law, ADA, or Conflict Resolution.
Machines, Tools, & Equipment Used:
- Ability to operate small office equipment, including copy machines or multi-line telephone systems, as well as a computer for both data entry, word processing, and/or accounting purposes.
Licenses/Certifications:
- Valid Florida Driver’s License or be able to obtain one within in 10 days of hire of moving to the State of Florida.

- Ability to manage sensitive investigations with discretion and impartiality.
- Ability to influence, negotiate, and build consensus with internal and external stakeholders.
- Strong analytical, organizational, and project management abilities.
- Excellent written and verbal communication skills.
- Proficiency in Microsoft Office Suite and HRIS/compliance platforms.
- Demonstrated ability to work independently and collaboratively under pressure.
Physical Demands/Work Environment:
- Standard office setting with occasional travel to field sites and hearings.
- Must be able to lift up to 25 pounds.
- May encounter challenging or stressful interactions during investigations or hearings.
- This position is considered essential for emergency response operations.
