Assistant Transit Management Analyst II: $78,874* - $87,847 (TA)
Responsibilities:
The Analyst role is pivotal in supporting the NYCT Subways capital program by collaborating with the Department of Subways’ (DOS) operating divisions to align project priorities, develop master plans, oversee budgets during construction, and facilitate project close-out for beneficial use, and final acceptance. The role may involve contributing to the planning, development, and oversight of initiatives such as Rail Fleet management plan, Power, Signals, Track, or other capital program efforts for DOS.
Education and Experience:
- A master's degree from an accredited college or university in business administration, public administration, public policy, engineering, engineering technology, economics, architecture, mathematics, physics, computer science, finance, accounting, transportation planning, industrial psychology, urban planning/studies, human resources management, labor relations, operations research, security management or in a related area, or
- A baccalaureate degree from an accredited college or university and two years of satisfactory full-time professional experience working in budget administration, accounting, economic or financial administration, engineering, in management or methods of analysis, operations research, organization research or program evaluation, personnel or public administration, staff development, employment program planning or administration, security management; or general administration.
- A master's degree from an accredited college or university in business administration, public administration, public policy, engineering, engineering technology, economics, architecture, mathematics, physics, computer science, finance, accounting, transportation planning, industrial psychology, urban planning/studies, human resources management, labor relations, operations research, security management or in a related area, and one year of full‐time satisfactory professional experience working in budget administration, accounting, economic or financial administration, engineering, in management or methods analysis, operations research, organizational research or program evaluation, personnel or public administration, staff development, employment program planning or administration, security management; or general administration; or
- A baccalaureate degree from an accredited college or university; and three years of full-time satisfactory experience as described in "1" above.
- Analyze and prepare operating budget impacts for capital investments.
- Process reimbursable budget requests, change initiation forms, budget modifications, or other change orders.
- Conduct field visits to monitor construction progress and ensure compliance.
- Track project budget expenditures, focusing on TA Labor and EFA costs.
- Perform detailed cost-benefit and alternative analyses.
- Prepare Flexibility Analysis for mainline switches.
- Participate in and provide input at design and construction progress meetings.
- Compile and review quarterly reports.
- Assist in creating presentations.
- Support strategic planning coordination.
- Review and approve change initiation forms, budget modifications, or other change orders.
- Manage the review, processing, and closeout of capital projects for beneficial use and final acceptance.
- Coordinate capital program priorities and construction activities with Subways’ divisions.
- Evaluate expenditure data to ensure projects are funded and on schedule.
Desired Skills:
- Knowledge of power distribution, railroad signals, signal equipment, or systems.
- Expertise in electrical technology or electrical engineering.
- Strong interpersonal, verbal, and written communication skills
- Problem-solving and critical thinking abilities for analyzing data and providing status updates.
- Understanding of transportation and engineering principles.
- Familiarity with the NYCT Subway system and its capital plans/programs.
- Advanced computer skills, including proficiency in Microsoft Office Suite.
Selection Method:
Based on evaluation of education, skills, experience, and interview.
All appointments, with the exception of the Department of Subways employees on MABSTOA payroll, will be made on the NYCT payroll.
