Hybrid HR Generalist presso Morrow County Health District

About the Job:

Morrow County Health District (MCHD) is seeking a full-time Human Resources (HR) Generalist in Heppner, OR to exercise the daily functions of the HR Department.

The HR Generalist will make an impact performing administrative and service tasks in a broad range of human resources functions.  This position supports the entire employee lifecycle from recruitment and onboarding to benefit administration and offboarding.

Job Details

• Pay ranges from $30.00-$34.79, with a pay increase upon completing a standard 4-month probationary period.

Job Duties:

• Facilitates employee recruitment by managing requisitions, screening candidates and compiling offer letters and declinations.
• Conducts the day-to-day operations of employee onboarding and offboarding.
• Compiles and reviews HR compliance reporting adhering to labor laws, tax regulations and workplace safety.
• Maintains and updates HRIS systems, workforce management platforms and all HR electronic programs.
• Administers employee benefits timely and accurately.   Coordinates daily processing including enrollments, changes, pro-rates and COBRA.  
• Initiate and track employee payroll changes such as terminations, transfers, status and compensation adjustments.
• Begins the process of an on-the-job injury and maintains OSHA reporting.
• Executes compliance with federal, state and local labor regulations (FLSA, FMLA, ADA, etc.) by sending out and posting notifications.
• Fields employment-related inquiries. 
• Maintains personnel files, internal reports, ensures staff certifications are up to date and preserves the utmost confidentiality. 
• All other duties and special projects as assigned.

Qualifications:

• High School Diploma or equivalent.
• A minimum of two years experience in human resources required.
• Experience with ADP preferred.
