DUTIES

A Port Police Lieutenant assists the Port Police Captain or the Port Warden in directing the law enforcement and security operations at the Port of Los Angeles; plans, organizes and directs the work of sworn and civilian employees engaged in the operation of an assigned watch, investigation unit, or detail; applies sound supervisory principles and techniques in building and maintaining an effective work group, and fulfills equal employment opportunity responsibilities; and does related work.

Position Duties

Two years of full-time paid experience as a Port Police Sergeant with the City of Los Angeles.

PROCESS NOTES
  1. Applicants who lack six months or less of the required experience at the time of filing may file for this examination. However, they cannot be appointed until the full experience requirement is met.
  2. A valid Class C driver’s license issued by the California Department of Motor Vehicles (DMV) is required at the time of appointment. Candidates will not be eligible for appointment to these positions if their DMV record within the last 36 months reflects three or more moving violations and/or at-fault accidents, or a conviction of a major moving violation such as DUI.
  3. Candidates must complete a qualifying swimming test at the time of appointment.
  4. Candidates must pass a yearly medical examination.
  5. Prior to appointment, candidates must possess a Basic certificate issued by POST (California Peace Officers Standards and Training).
  6. Prior to appointment, candidates must complete a POST approved supervisory course.
  7. After appointment, candidates must complete a POST approved middle management course.

In the essay, candidates be may examined on the following competencies: Analytical Ability, Attention to Detail, Technology Application, Written Communication, and Job Knowledge including knowledge of: elements of crimes, rules of evidence, search and seizure, the preparation and admissibility of evidence in court; Port specific hazardous materials response protocols, fire hazards, and fire prevention methods; emergency management policies, practices, and procedures as defined in the NIMS (National Incident Management System) and/or ICS (Incident Command System); current technologies, techniques and procedures including but not limited to body worn cameras, police record management, and the types of information and crime data currently available; and other knowledge, skills and abilities.

The essay test will be proctored and administered on-line during a single session. Candidates invited to participate in the on-line essay test will be able to take the test from a remote location (i.e., their home) using a computer with a webcam and a reliable internet connection or if you demonstrate a hardship, you will have the option to take the test onsite at a City facility. Candidates will receive an e-mail from the City of Los Angeles outlining the dates and specific steps on how to take the essay test on-line. The remote proctored essay test will be held from THURSDAY, OCTOBER 16, 2025 to FRIDAY, OCTOBER 17, 2025. Candidates who do not complete and submit the essay test on-line using a computer by the specified date and time will not be considered further in this examination.

In the interview, candidates may be evaluated on the following competencies: Analytical Ability, Technology Application, Supervision, Community Relations, Oral Communication and Job Knowledge including knowledge of: elements of crimes, rules of evidence, search and seizure, the preparation and admissibility of evidence in court; Port specific hazardous materials response protocols, fire hazards, and fire prevention methods; disciplinary processes, City personnel rules, policies, and procedures; current police practices including but not limited to use of force, de-escalation, and tactical disengagement; and other knowledge, skills and abilities.

Candidates will be notified by email of the date, time, and location of the interviews, which may be held in Los Angeles or online. It is anticipated that interviews will begin during the end of October and/or beginning of November.

  5. Seniority credit is included in the final general average grade of each candidate at the rate of 0.25 a point for each year of service in the class which provides qualifying experience for this position. 
  6. Unless otherwise stated, in promotional examinations a minimum score of 65% in a weighted written test, including seniority credits added to your examination grade at the rate of 0.25 of a point for each year of service in the class determined to be qualifying for this exam, is necessary in order to be called for subsequent portions of the examination.
  7. A final average score of 70% is required to be placed on the eligible list.
