This role is a vital supervisory and professional position, where individuals take on a diverse array of responsibilities in community liaison, development, advocacy, and social services for key client populations, including youth, the elderly, community action groups, housing development, and health services. Incumbents not only supervise but also inspire and lead their teams to achieve impactful results.The demands of major community development projects require strong independent judgment, initiative, and decisive action. With significant public interaction, incumbents engage in a comprehensive range of activities to ensure strict compliance with local, state, and federal regulations. This work is conducted under the supportive oversight of a higher-level position, with performance evaluated through regular conferences, thorough reports, and the meaningful contributions made to the assigned program. About the Agency
The Housing Authority of Prince George’s County, Maryland (HAPGC) provides Prince George’s County residents with low-to-moderate incomes with safe, decent, and affordable housing. The HAPGC receives federal funds directly from the U.S. Department of Housing and Urban Development (HUD) to administer the Housing Choice Voucher program (HCV) and Public Housing Programs. Most of the affordable housing assistance is in the form of rental units that must meet rigorous housing quality standards. The HAPGC also provides its participant families with programs that encourage them to become self-sufficient which may potentially lead to homeownership opportunities. The Housing Assistance Division (HAD) and Housing Choice Voucher Division (HCVD) administer and implement the federal rental assistance and public housing programs for the County.Position Duties
- Engages in advanced professional community development initiatives within a major section or division, providing vital support to high-level officials.
- Takes charge of planning and coordinating the activities of complex community development projects from inception to completion, ensuring strict adherence to local, state, and federal regulations.
- Leads teams of professional and paraprofessional personnel in the collection and analysis of socioeconomic data and other critical information that drives impactful decision-making.
- Contributes to the development of robust budgets for assigned programs and projects, ensuring financial resources are effectively allocated.
- Prepares compelling applications for housing and other comparable programs administered by the County, advocating for community needs and securing necessary resources.
- Coordinates the creation of insightful reports requested by upper management, serving to support and enhance the respective program or project.
- Conducts thorough reviews of rules and regulations, actively seeking input from team members to ensure local, state, and federal programs operate in full compliance with established standards, while recommending necessary adjustments to drive improvement.
- Develops and sustains innovative preventive maintenance, energy conservation, and security programs to enhance overall operational efficiency.
- Assists in crafting comprehensive financial accounting and management systems that promote transparency and accountability.
- Represents the department or division at meetings, effectively communicating objectives and outcomes to stakeholders.
- Utilizes advanced automated equipment in alignment with assigned duties and responsibilities to streamline processes.

Minimum Qualifications
- Master's degree in business or public administration, social services, sociology, psychology, or other related field(s)
- Three (3) years of progressively responsible professional technical, analytical and developmental work experience
- One (1) year in a lead/supervisory role
*Please note there is no equivalency for supervisory experience.
Preferred Qualifications
- 3 years of full-time experience working with Housing Authority programs and (1) year in supervisor capacity.
- Demonstrated ability to work with a diverse, low-income population; and communicate effectively with a variety of clients, landlords, staff, and visitors in a variety of situations.
- Must be able to plan, organize and make sound judgments and decisions; perform basic mathematical operations with accuracy; and operate a variety of standard office machines and equipment.
- Extensive experience in construction project management, ideally within public housing or affordable housing sectors.
- Proficient in developing and managing project budgets, understanding funding structures, and navigating public-private partnerships.
- Comprehensive understanding of HUD regulations, Section 8 programs, and other relevant housing program requirements.
- Strong ability to effectively communicate with a diverse range of stakeholders, including residents, contractors, and government officials.
- Capable of identifying and resolving complex project issues, analyzing data, and making informed decisions.
- Skilled in leading and motivating project teams, coordinating efforts, and collaborating effectively with others.

Conditions of Employment: Upon selection, the candidate must:
- Obtain certification in Housing Choice Voucher Executive Management, HCV Financial Management along with Occupancy and Rent Calculation, and Voucher Program administration required within first year of employment.
- Obtain certification in HQS required within first year of employment.
- Be willing to accept a rotational assignment when given by the Division Manager as needed.
- Meet all training and performance standards and demonstrate proficiency as required by the agency.
- Wear and use agency protective apparel and equipment in the performance of their assigned duties, if applicable.
- Successfully pass preemployment checks which may include reference checks, background investigations, and drug screenings, where applicable.
- Be willing and able to serve as an essential employee. Essential employees are expected to report during standard or non-standard hours as operations necessitate, or during emergencies.
