Job Summary
Each of these programs has unique programmatic, budgetary and administrative needs, including complex billing and audit/compliance requirements for a variety of different local, State and Federal agencies. The Division Administrator reports directly to the DTRS Director with a secondary (dotted-line) reporting relationship to the Director of Administration for the Department of Psychiatry/ZSFG for administrative, financial and budgetary issues. Responsibility for evaluating the performance of the Division Administrator primarily rests with the DTRS Director, with input from the Director of Administration of the Department of Psychiatry. The Division Administrator interacts and works with the central administrative manager and executive staff of the Department of Psychiatry/ZSFG regarding staff and faculty recruitment and personnel issues, purchasing, patient billing, quality improvement studies, facility maintenance and budgetary matters for the programs. The programs have an annual budget of approximately eleven million dollars, from Federal, State and city contracts, as well as from private foundations and donors.
Because of the unique hybrid nature of the programs, whereby UCSF and City and County of San Francisco (CCSF), employees and managers co-mingle, the Division Administrator also has to closely collaborate with ZSFG Medical Center and other City and County administrators to manage resources that are directly assigned by the City and County of San Francisco to UCSF for Psychiatry services. DTRS operates the City and County Rape Treatment Center and CASARC, both of which see all of the acute adult sexual assaults and child sexual assault and abuse cases in San Francisco. The Division Administrator must also maintain close ties and routinely work with the San Francisco Police Department, District Attorney’s Office and local victim service agencies, as well as with the State of California Victims Compensation Program.
The Division Administrator is responsible for overall program management, business development, productivity and billing collection, collation and reporting, contracts and grants administration, seeking and managing philanthropic support, personnel and faculty management, facilities management and other duties as required for the programs. The Division Administrator provides leadership, support and administrative infrastructure for programs and develops and implements strategic planning to further the mission in research, teaching and patient care. The Division Administrator co-leads the TRC Steering Committee which is charged with implementing strategic planning to further the Division’s expanding mission in research, teaching and patient care. The DTRS Division Administrator must be a strong people leader, working to engage all staff in needed operational updates to ensure sustainability of funding and the overall work of DTRS.
The final salary and offer components are subject to additional approvals based on UC policy.
Your placement within the salary range is dependent on a number of factors including your work experience and internal equity within this position classification at UCSF. For positions that are represented by a labor union, placement within the salary range will be guided by the rules in the collective bargaining agreement.
The salary range for this position is $143,900 - $215,800 (Annual Rate).

Required Qualifications
- Bachelor’ degree in business administration, accounting, finance or related field and minimum of two years of experience in financial management, budget development and/or research contracts and grants administration or equivalent combination of education, course work and experience in a university setting
- 6+ years related experience (post BA/BS), including five in a lead/supervisory role
- In-depth knowledge of financial analysis, reporting techniques, accounting policies and procedures including those related to cost accounting standards, internal controls, OMB Circular A-21, and SAS 112
- Knowledge of UCSF Contracts and Grants, UCSF Fund Accounting/OLPPS and financial systems, UCSF Personnel policies, or ZSFG Accounting Administration and State of California Board of Control policies & procedures
- Broad knowledge of the organization’s processes, protocols and procedures with a focus on budget, account and fund management and / or personnel management under labor contract(s) and personnel policy
- Strong working knowledge in finance and fund accounting
- Strong people management skills with a supervisory approach consistent with each staff’s developmental level and needs
- Advanced proficiency with Microsoft Office, especially Excel, database software, preferably Access or FileMaker Pro, and project management software (e.g., Smartsheet)
- Well-developed technical skills with a demonstrated ability to learn and apply new technologies
- Excellent organizational, analytical and demonstrated project management abilities
- Demonstrated ability to set and meet deadlines, multitask and prioritize among competing priorities. Takes initiative to create tracking systems and provide leadership with updates on projects’ status
- Strong verbal and written communication skills; ability to influence/persuade all levels of staff
- A high level of attention to detail; extremely accurate accounting of budgets, requirements for monthly reporting for grants/contracts, etc.
- Ability to work independently with a wide variety of people
- Demonstrated management and conflict resolution skills to effectively lead and motivate others
- Demonstrated excellence in reliability and attendance, including in person
- Strong working knowledge in contracts and grants
- Interest and willingness to engage in Cultural Humility/Anti-racism work within the larger division and with each specific program of DTRS
- Experience in cash handling, journal preparation, processing and justification
Preferred Qualifications
- Master’s degree in business, healthcare administration or related field. Pref
- Prior accounting experience with UCSF or City and County of San Francisco.
- Prior work experience with interpersonal violence/trauma survivors and underserved communities
- Prior UCSF or UC experience
