About the Department

Summary Objective
The purpose of this position is to supervise IT operations and technical staff supporting the agency’s revenue systems. The position reviews, analyzes, and evaluates business systems and user needs; documents workflows and business processes; and plans, develops, and oversees functional, regression, integration, and performance testing. This role ensures system performance, supports production operations, and guides enhancements to digital platforms and services.
This class works under general supervision, independently developing work methods and sequences.

Position Duties

ESSENTIAL FUNCTIONS

The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.

  • Manages a team of technical staff and serves as key liaison between business divisions and IT teams to ensure systems meet performance, compliance and user requirements.
  • Supervises the planning and execution of quality assurance and testing activities, including UAT, regression, and integration testing.
  • Collaborates with IT and business stakeholders to gather, document, and validate functional and technical requirements.
  • Serves as the lead for core programs such as Modernized e-File (MeF), annual tax form change cycle, other strategic initiatives and oversees nightly batch processes.
  • Assigns tasks, monitors progress, and adjusts priorities to meet operational and strategic goals.
  • Ensures the successful execution of batch jobs, tax processing activities, and production schedules.
  • Provides production support, system troubleshooting, and issue resolution across multiple revenue applications.
  • Supports QA and implementation efforts for features designed to encourage electronic filing and communication.
  • Writes SQL queries and analyzes data to validate system behavior and identify issues.
  • Coordinates with third-party vendors, federal/state partners, and internal stakeholders to support eServices and issue resolution.
  • Provides technical leadership for the agency’s eService’s platform, supporting system enhancements and integrations that promote taxpayer adoption of digital services.
  • Develops and maintains system documentation, including workflow diagrams, test plans, and process specifications.
  • Provides supervision, mentorship, and performance evaluation for technical staff; oversees training initiatives and ensures adherence to QA and testing standards.
  • Stays informed on emerging technologies and system updates relevant to tax system performance and compliance.
  • Acts as a resource for staff development, ensuring proper training and knowledge-sharing across the team.
  • Leads collaborative initiatives across IT and business units; facilitates change management and ensures effective communication between technical teams and end-users.
  • Oversees successful implementation and adoption of new system features, coordinating end-user training, documentation and operational readiness.
  • Supports data security, access controls and compliance with internal policies and federal information standards.
  • Contributes to strategic planning for revenue systems, identifying future-state requirements, technology needs and resource needs.

Minimum Qualifications

WORK EXPERIENCE

  • Minimum of four (4) years of experience in systems analysis, quality assurance, applications development, or related fields, with at least one (1) year in a supervisory or lead role preferred.
  • Demonstrated experience in Quality Assurance, software testing (including UAT, regression, or automation), managing system operations, or leading business initiatives.
  • Experience coordinating between business and IT units to define priorities, scope technical work, and deliver system enhancements.


MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:

  • Bachelor’s Degree in Computer Science, Information Systems, Business or Public Administration, or a related discipline.
  • An equivalent combination of education, training, and experience may be substituted when appropriate.


PHYSICAL DEMANDS:

Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.

  • Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.
