Description
The primary responsibility of the Program Analyst is to use strong problem solving and analytical skills to help the organization improve their data management, processes, programs and operations. As a Program Analyst, you'll be entrusted with the critical tasks of overseeing project performance, analyzing data to optimize processes, and implementing innovative solutions to enhance productivity and operational efficiency. The role requires a blend of sharp analytical skills, meticulous attention to detail, and a proactive approach to problem-solving. Whether you are developing performance metrics, conducting assessments, or liaising between different departments, your contributions will drive key projects and initiatives to fruition. Your ability to translate data into actionable strategies will have a profound impact on DESC’s performance and organizational success.
Requirements
DUTIES AND RESPONSIBILITIES:
- Interpreting, analyzing, and making recommendations to enhance employer and workforce engagement, to improve operational efficiency and increase customer satisfaction and experience.
- Providing data reporting and documentation support, compliance and performance.
- Writing standard work instruction manuals for processes and program integration.
- Devising new ways to add more functionality to existing process flows.
- Managing departmental dashboards that measure operational performance.
- Ensure accurate data collection and reporting in compliance with program requirements.
- Conduct monthly to quarterly quality assurance review of data entered in Launchpad, including review of Service Strategies or Individual Employment Plans, open services, case notes, outcomes and required documentation.
- Review for data accuracy and completeness as well as evidence of quality
- Correspond with the Director Employer Engagement and appropriate Program Managers on a regular basis to provide updates regarding goal progress, achievements and milestones.
- In coordination with data analytics and IT teams, ensure OSMIS and Launchpad data is regularly reconciled, and imports are functional.
- Assist with design and maintenance of a process that monitors Key Performance Indicators (KPI).
- Maintain large datasets using Excel, Power BI or other databases and statistical software and develop recommendations and tools that can be used to correct performance gaps.
- Regularly create, and update reports and dashboards that help both leadership and partners identify potential issues and areas for improvement.
- Assist in evaluation of program effectiveness, research trends, and recommend modifications to improve program effectiveness.
- Analyze and draw insightful conclusions from large amounts of quantitative and qualitative data.
- Organize and facilitate various review meetings, as necessary.
- Perform other administrative duties as required.

- Knowledge of database systems and statistical analysis methods/techniques.
- Experience with data analysis and statistical software.
- Strong analytical and problem-solving skills.
- Strong understanding of project management principles.
- Excellent oral and written communication skills. Must be able to communicate effectively in person, in writing and virtually.
- Ability to work collaboratively with cross-functional teams
- Proficiency utilizing continuous improvement concepts
- Strong training presentation and facilitation skills.
- Strong organizational skills. Attention to detail with a high degree of accuracy
- Proficient in Microsoft office suite, especially Excel and PowerPoint
- Ability to manage multiple projects concurrently. Must be able to demonstrate project management skills to produce quality, timely, and complete work product.
- Ability to always exhibit professionalism.
- Ability to work under pressure and prioritize meeting deadlines.
- Must be discrete and professional, particularly when handling confidential information.

EDUCATION and EXPERIENCE:
- Requires a bachelor’s degree in business administration, economics, public administration, data science, applied statistics/math, or another related field. An equivalent combination of work experience and/or education may be substituted for formal degree.
- At least three (3) years’ experience in a role that focuses on data and performance management is required.
- Relevant experience working in a nonprofit, education, workforce development, youth development, or collaborating with local human service resources is strongly desired.
- Experience with Launchpad, Salesforce platform and/or OSMIS highly preferred.
- PMP Certification, or Six Sigma certifications preferred.
- Power BI experience is a plus.
LICENSES:
- Valid State of Michigan Driver’s License – Position requires field work.
