About the Department

The work involves responsibility for planning and organizing the Victim/Witness Assistance Program within the applicable Livingston County Department (District Attorney’s Office or Sheriff’s Office).  This is a public contact position that interviews victims and witnesses of crime to determine the kind of assistance needed, and provides follow-up and referral service.  The incumbent may perform investigatory interviews of victims and witnesses or assist with the same, as directed.  Work is performed in the office and in the field.  Supervision of volunteers is a responsibility of this class.   The work is performed under the general supervision of the District Attorney or Sheriff.  A Victim/Witness Assistance Coordinator does related work as assigned.

Position Duties

  • Develops a comprehensive Victim/Witness Assistance Program which will interact with law enforcement, social service, and human service agencies on a routine basis;
  • Directs the Victim/Witness Program;
  • Explains the criminal justice system to victims;
  • Assists in preparing victims and witnesses to testify throughout the case;
  • Creates policies to deal with victims and witnesses in the resolution of problems arising in response to a crime;
  • Assesses victim’s needs and make referrals as appropriate;
  • Conducts investigatory interviews of victims and other witnesses as directed;
  • Acts as a liaison with health, mental health, social service, counseling, and criminal justice agencies delivering services to victims and witnesses;
  • Prepares grant applications, budgets, and reports;
  • Attends court when assigned;
  • Prepares financial reports and program reports for review by the District Attorney and/or Sheriff as directed;
  • Prepares and distributes public relations material concerning the program;
  • Obtains supporting depositions to augment case prosecutions while in the course of duties as directed;
  • Develops and conducts training as directed;
  • Develops and implements volunteer recruitment;
  • Supervises volunteer staff;
  • Assists with cases by serving subpoenas to victims, witnesses, or defendants as directed;
  • Formulates, generates, processes, and serves Orders of Protection to victims or defendants as directed; and
  • Performs other related duties as assigned.

Minimum Qualifications

Applicants must meet all requirements for one of the following qualification options in order to be approved for examination and/or appointment:

Training/Education 
  • Possession of a Bachelor’s degree[1][2] in psychology, social work, criminal justice, or human services.
  • Possession of an Associate’s degree[1] in psychology, social work, criminal justice, or human services.
General experience 
  • Five (5) years of full-time, paid experience in social work, crime victim advocacy, human services, or a closely related field; AND
  • Completion of training in forensic interviewing.
  • Seven (7) years of full-time, paid experience in social work, crime victim advocacy, human services, or a closely related field; AND
  • Completion of training in forensic interviewing.
Supervisory experience 
  • N.A.
License/ Certification 
  • Possession of a valid New York State driver’s license.

Part-time service will be given prorated credit toward experience requirements.

[2] A higher degree in one of the stated fields of study is also acceptable.

Other Qualifications

  1. An appropriate driver’s license must be maintained throughout employment.
  2. A driving record evidencing safe and responsible vehicle operation is required.
  3. Must authorize and execute any necessary releases to enable the appointing authority to verify licensure and driving history involving violations and/or crimes.

PROVISIONAL APPOINTMENT NOTICE:
An individual who receives a provisional appointment must take the examination for the position title on the next occasion it is offered. In order to be eligible for a permanent appointment to the position, the provisional appointee must pass the exam and be ranked 1, 2, 3, or be tied in score with the individual ranked number 3 of those who are willing to accept appointment to the position. It should be understood that even if the provisional appointee is eligible for appointment, the employer may choose another candidate to fill the position on a permanent basis. Questions regarding provisional appointments should be directed to the Livingston County Human Resources Department.
