Duties

You will direct the entire lifecycle of technical training programs, from developing long-range strategy and researching new methods to guiding final implementation.,You will serve as the principal advisor to senior leadership, providing expert recommendations on all training policies, curriculum, and strategic improvements.,You will lead, supervise, and develop a diverse team of government and contract professionals, planning their work and evaluating their performance to achieve command goals.,You will collaborate with military commands, government agencies, and academic institutions to align training objectives and support key organizational initiatives.,You will manage all training quality and compliance by approving instructional standards, overseeing academic accreditation, and guiding the contractor acquisition process.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Specialized experience must demonstrate the following: 1) Planning, coordinating, and designing instruction for extremely complex, innovative, or experimental training programs utilizing instructional design principles and methods; 2) Reviewing and evaluating new and emerging technologies as they relate to training and skills to determine the best and most efficient fit for application in technical training system environment; 3) Applying new technologies to decrease training costs, decrease reliance on classroom instruction, and produce more competent technicians and operators. Education

Applicants must meet the following Basic Requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must posses: Degree: that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas: Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.
