About the Department
THE POSITION
The City of Santa Barbara Sustainability & Resilience Department is seeking one Code Enforcement Officer. This position is responsible for performing inspections and enforcing compliance with City laws and regulations related to solid waste (trash, recycling, yard waste), creek and ocean water quality, illegal dumping, encampments, single-use item bans (plastic bags, straws, etc.), or other environmental issues; responding to public inquiries and complaints; issuing warnings and citations; enforcing related provisions of the City's solid waste franchise and other contracts; conducting site inspections of the City’s franchised haulers’ service routes and equipment; conducting inspections of properties and operations to determine compliance with solid waste, water quality, encampment, and other environmental and resource laws; and performing a variety of technical tasks relative to assigned areas of responsibility. This position will serve as a code enforcement officer as defined in California Penal Code § 829.5.
Position Duties
Knowledge of:
- Applicable City, State, and Federal ordinances, and regulations related to solid waste, water quality, or other environmental laws.
- Complex principles and techniques of inspection.
- Principles of searches and inspections.
- Methods and techniques of conflict resolution.
- Water pollution identification and abatement.
- Best management practices for preventing water pollution, including in construction and industrial settings.
- Spill response, containment, and capture best management practices.
- Municipal code administrative fine procedures.
- Verbal and written Spanish is highly desirable.
Ability to:
- Interpret and enforce applicable codes, ordinances, and regulations related to area of assignment.
- Conduct investigations and interviews.
- Gather data and evidence.
- Prepare clear and concise reports.
- Interact with the general public.
- Speak, read, and write competently in Spanish is highly desirable.
- Operate modern office equipment including computers.
- Present reports and information to advisory councils, committees, outside agencies, and City Council.
- Provide evidence in court or administrative hearings.
- Work independently in the absence of supervision.
- Maintain situational awareness for personal safety and the safety of others.
- Operate a two-way radio efficiently and professionally in emergency situations.
- Communicate clearly and concisely, both orally and in writing.
- Establish and maintain effective working relationships with those contacted in the course of work.
- Work well under pressure.
- Maintain physical condition appropriate to the performance of assigned duties and responsibilities which may include the following:
- Walking, standing, or sitting for extended periods of time.
- Working in remote undeveloped terrain.
- Operating assigned equipment and vehicles.
- Maintain effective audio-visual discrimination and perception needed for:
- Making observations.
- Communicating with others.
- Reading and writing.
- Operating assigned equipment and vehicles.
- Working in inclement weather.
Experience and Training Guidelines
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Experience:
One (1) year of code enforcement experience, park ranger, or law enforcement experience. Experience working with the public.
Education and/or Training:
Equivalent to the completion of a Bachelor’s Degree.
Complete additional training as assigned.
License, Certificate and/or Other Requirements:
Possession of, or ability to obtain, a valid driver's license.
Highly Desirable Qualifications:
Possession of, or the ability to obtain, a CPR certification.
Possession of, or the ability to obtain, a HAZWOPER certification.
Training in conflict resolution, de-escalation, Verbal Judo, and situational safety and awareness.
