Responsible as the chief administrator of county government at the direction of the Board of Commissioners. An employee in this class is appointed by the County Board of Commissioners and works collaboratively with the Board to facilitate its vision and goals for the community. The County Manager leads a team of department heads and employees to carry out goals, objectives, and policies. The position recommends the annual budget and oversees employees responsible for executive-level responsibility for day-to-day management and long-range planning across all segments of the organization. The County Manager also has partnership and budget responsibilities with the Alexander County School System and the elected offices of Sheriff and Register of Deeds.
Position Duties
- Supervises county operations in accordance with laws, ordinances, resolutions, regulations, and policies
- Prepares the annual budget and capital program needs to present to the Board of Commissioners
- Develops and analyzes alternatives for implementation of policy approved by the Board
- Ensures ordinances, resolutions, and laws are consistently applied and complied with
- Recognizes the history of the County while building a modern organization with capacity and competence
- Implements and updates processes, practices, and operations while using management tools, strategic planning, performance measurements, benchmarking, and program evaluations to ensure continuous improvement of operations, as well as use of technologies, to increase public outreach and access
- Aligns the county’s administrative systems with the values, mission, and policy goals defined by the community and elected officials
- Implements innovative approaches to improve employee performance and supervision, empowers staff members to be successful in their respective roles
- Ensures fiscal accountability
- Oversees all public services and ensures the County is operating properly
- Reviews and updates policies to reflect effective business practices to align with delivering quality services
- Performs other duties as assigned
Minimum Qualifications
- Considerable knowledge of North Carolina General Statutes, administrative code, and federal regulations
- Thorough knowledge of the principles, precedents, and practices, as they relate to NC County government
- Ability to deal effectively with elected officials, staff, and the public
- Considerable knowledge of the current literature, trends, and developments in the field of government administration
- Thorough knowledge of County government organization, practice, and structure
- Ability to analyze and solve problems and interpret regulations affecting the County
- Ability to express ideas effectively in verbal and written forms
- Ability to be diplomatic and impartial when working with stakeholders
- Considerable knowledge of, and ability to make, sound decisions in emergency situations
- Capability to use data analysis tools and apply critical thinking skills based on logic and reasoning to prevent, mitigate and/or resolve problems
- Propensity to collaboratively solve problems with a team
Other Qualifications
- Master’s Degree in Public Administration or related field from an accredited college or university and at least four years of experience in NC Local Government management; or
- Bachelor’s Degree in Public Administration, Business Administration, Accounting or related field from an accredited college or university and at least six years of experience in NC Local Government management
- Possess a valid North Carolina driver’s license
