Job Summary: The primary purpose of this position is to serve as a Command HQ Level Sr. facilities program manager, applying engineering skills and experience to plan, organize, and determine necessary facility requirements, policies, directives, programs, doctrine, and procedures for the establishment and maintenance of the facilities component of assigned major command program(s). Major Duties:

  • FACILITY REQUIREMENTS ASSESSMENT: Analyzes, develops, and evaluates detailed plans, goals and objectives for long-range planning and implementation of assigned facility components of major command programs. FACILITY REQUIREMENTS ANALYSIS: Identifies non-standard or emerging facility requirements, assesses impact on assigned programs, and develops functional requirement standards for command-unique facilities. POM DEVELOPMENT: Responsible for coordinating all actions. SPECIAL PROJECT MANAGEMENT: Manages diverse, individually assigned, special projects. Develops action and/or management plans. GENERAL ADMINISTRATIVE PERFORMANCE: General adherence to Air Force and Directorate policies, directives and regulations pertaining to administrative practices including safety, security, and fraud, waste and abuse programs.

Qualifications: In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, General Engineering Series, 0801, Professional and Scientific Positions, General Engineering Series 0801. BASIC REQUIREMENT: Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of transcripts with your application. OR COMBINATION OF EDUCATION AND EXPERIENCE: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of creditable experience mastery level/expert knowledge of a wide range of qualitative and quantitative methods for the assessment and improvement of critical command plans and programs for participating in or conducting major facility programs affecting such operations as mission and flight operations, tactical airlift, tactical training, PPBS, special operations, contingency, or similar operations: master level skill and knowledge of military command structure, missions, programs, and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness ofpla1ming actions as related to actual events: Expert knowledge to apply latest developments in solving engineering, construction, and funding problems not readily treatable by currently accepted methods. Uses latest start-of-art innovations to solve complex design and/or construction problems to lower costs, execute projects, and increase facility life. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Mastery level knowledge of a wide range of qualitative and quantitative methods for the assessment and improvement of command level plans and programs that support quality facilities. 2. Extensive knowledge of and skills related to the concepts, methods, techniques, principles, and practices applicable to the full range of interdisciplinary professional engineering. The incumbent must be well versed in the interrelationship of all facets of design and construction, including plumbing, electrical, control systems, heating, air conditioning, structural, and other systems for use in office buildings, hospitals, and other military installation structures. 3. Expert knowledge of and skills related to the Planning Programming Budgeting System (PPBS) and the Air Force corporate structure process for developing, documenting, and advocating for facility program funding (MILCON, UMMC, and FSRM) in association with the Program Objective Memorandum (POM) process. 4. Extensive knowledge of the relationship of the various command entities involved in the overall program planning and execution of military operations and evaluations. 5. Skill in designing and conducting comprehensive studies, and preparing solutions to especially broad, important, and complicated facilities plans. Skill to plan, organize, and lead others in studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures. 6. Skill/knowledge to communicate effectively, both orally and in writing, negotiate complex issues, and maintain good working relationships. Skill to operate, to locate, access, retrieve, and produce information through the use of a personal computer. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
