Job Summary: This vacancy is for an Investigation & Compliance Specialist in the Office of Information and Communications Technology (OICTS), Office of the Under Secretary (OUS), Bureau of Industry and Security (BIS) within the Department of Commerce.

Major Duties:

  • As an Investigation & Compliance Specialist, you will perform the following duties: Plan and manage major and continuing investigation/compliance programs which involve high-priority cases which are central to agency objectives. Develop and implement significant new program strategies. Analyze key policy questions in the investigation/compliance area and make significant agency decisions, policy recommendations and positions. Evaluate and complete requests for industry regulatory exceptions (authorizations) and voluntary disclosures. Evaluate mitigation adherence and effectiveness, perform compliance field work, audit compliance reviews, and determine suitability of national security agreements. Act as agency authority and spokesperson to other government agencies and foreign counterparts. This Job Opportunity Announcement may be used to fill other Investigation & Compliance Specialist, GS-1801-14, Full Performance Level (FPL) GS-14 positions within the Department of Commerce in the same geographical location with the same qualifications and specialized experience.

Qualifications: Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-13 in the Federal service. Specialized experience is defined as: Designing, developing, analyzing, managing and/or implementing a comprehensive regulatory compliance program; Advising and updating management officials on the status of regulatory compliance issues; AND Leading the analysis of complex cases or projects related to regulatory compliance.
