Job Summary: Serves as a Supervisory Environmental Care Specialist subject matter expert for Environmental Management Services (EMS) at the James A. Haley VA Hospital. A key official and advisor to the Service Chief. Responsible for daily operations to include facility cleaning activities, bed management, infection control, pest, linen & laundry management and employee training within the service. Provides instruction and training in the performance of assigned new, unfamiliar and relatively complex duties.
Major Duties:
- Include but are not limited to: Serves as the supervisory manager of Housekeeping Operations. Provides orientation for new employees. Develops and implements cost savings and cost containment initiatives. Maintains control over allocated funds at all times to ensure effective utilization. Prepares yearly budget requests. Performs monthly training in the development of courses for training. Provides advice and assistance to managers and supervisors on processes and procedures. Reviews, analyzes and interprets incoming requests, suggests appropriate alternatives based on internal operations, personnel policies, budgetary constraints and work priorities. Prepares administrative paperwork, performs quality assurance work that involves systematic prevention of defects, nonconformance to regulations and standards. Seeks solutions to existing and possible future challenges, identify long and short range goals, and formulate proposals that affect the housekeeping section. Develop, design and evaluate employee training and development programs, courses, materials, aids, etc., and employs state-of-the-art training delivery systems. Determines equipment needs by analyzing each section function to determine the type and amount of equipment needed in order to efficiently and effectively complete each assigned task. Qualifications: To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/25/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Minimum Qualification Requirement: Your resume must support your response. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Advisor and consultant to Chief of service. Assisting managers and supervisors on processes and procedures. Developing service standard operating procedures (SOP's) and policies, defining administrative requirements and providing advise to leadership levels on related issues. Managing budget for all purchases and contracts. Monitoring service managers/supervisors training programs related to staff meetings and mandatory training requirements are met. Develops long and short range goals related to space utilization, budget processes and planning activities. Developing staff training schedules, performance appraisals/awards, mentoring and counseling, approving reassignments, recommending promotions. Ensure adequate stockage and timely delivery of laundry and linen to all areas of hospital and associated CBOC's. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Combination of Experience & Education: Applicants may also combine education and experience to qualify at this level.
