The primary purpose of this position is to serve as the Security Specialist for the 434 Air Refueling Wing, Grissom ARB, Indiana. Overseeing Sensitive Compartmented Information (SCI), Special Security Programs, and administration of the Joint Worldwide Intelligence Communication System (JWICS) for all activities under the security cognizance of Grissom ARB, IN.

Major Duties:

  • Plans, organizes, and directs the Sensitive Compartmented Information (SCI) Program for the 434th Air Refueling Wing. Develops goals and objectives that integrate organization and security objectives. Researches, interprets, analyzes and applies policies concerning SCI management. Serves as the SCI Physical Security Program Manager for the organization. Develops guidance and procedures that form the basis for the organization's physical security operations that meet directives, local conditions, and requirements. SCI Information Assurance Manager. Interprets and promulgates DoD, DIA, USAF and Joint SCI information systems security policy to subordinate units and geographically supported organizations in a timely manner. Assists managers in implementing SCI Security Education Training and Awareness (SETA) program. Advises managers of security training requirements, changes in security procedures, publication of security directives, and enhancements designed to increase security awareness.

Qualifications: This is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include comprehensive knowledge of SCI security management disciplines and directives to physical, personnel, and information security. Possess the ability, as subject matter expert, to understand and apply these disciplines in the development of policy and guidance applicable to a variety of programs. Comprehensive knowledge of the Intelligence programs and structure and the unit's relationship to the national intelligence and security communities. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the Intelligence Community, DoD, and AF Security regulations, instructions, and procedures relating to force protection, information, physical, personnel security, SCI and an extensive knowledge of security concepts and principles to plan and implement security processes and protection strategies for operational capabilities. Knowledge of security classification methods, concepts, and eligibility for access to classified or sensitive information to review plans for proposed or new projects, organizations, and/or missions to assure the presence of adequate planning for information security and other controls. Knowledge of IT principles, concepts, and methods, system architecture, integration techniques, and thorough understanding of threats, vulnerabilities and countermeasures. Skill in analysis and production of reports and other products that are responsive to the specific needs of the security program, to include formulating, gathering and analyzing information, resolving conflicts, and presenting clear and concise findings to senior leaders, agency security leads, and mission partners. Skill to maintain an up-to-date awareness of technological advances, analyze complexities of existing technology, review/revise/develop policy, initiate plans for enhancements, and provide sufficient technical and cost analysis information, through written documentation and oral briefings, to render informed judgements and predict how upper-level management can meet future requirements. Ability to assess and measure organizations' trends, concerns, and needs; assist in identifying and prioritizing goals; and provide guidance and direction for the development and implementation of effective plans and tools to address such issues. Ability to coordinate and communicate effectively with others, both orally and in writing, along with the capability of exercising tact and diplomacy in interpersonal relationships with people at all levels of command. CONDITIONS OF EMPLOYMENT CONTINUED: Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employees must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Key: The duties of this position meets all requirements as a category 4 designation and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,") Department of Defense Security Fundamentals Professional Certification (SFPC) conferral is required within 2 years of the established employee EOD or initial assignment date to this position in accordance with DOD 3305.13-M, DoD Security Accreditation and Certification and AFI 36-2645, Security Professional Certification and Development. The listed certification requirements may not be deleted or modified without the written approval of the AF Security Functional Authority (SAF/AA) or their delegated security career field representative. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
