What can you expect?

As the Health, Safety, and Environmental Manager, you will work onsite in Houston, TX and will be responsible for the safety and health of employees through the development, implementation, and enforcement of the company safety programs. You will also be responsible for managing workers’ compensation claims, overseeing applicable environmental permitting programs, maintaining accurate records, and ensuring compliance with all relevant safety regulations, including those from OSHA, MSHA, EPA, COE, and DEC. This role will drive safety in operations alongside project managers, develop and implement company health and safety programs, conduct safety audits, lead investigations, and contribute to the development and establishment of a company-wide safety culture and goals.

How will you do it?

  • Develop and maintain company safety programs and project-specific accident-prevention plans with field management.
  • Leverage professional expertise to coach managers, leaders, and employees to drive ongoing evaluation and continuous improvement of the company’s safety culture
  • Ensure the company and projects follow all applicable Federal, State, and Local Safety & Health Regulations.
  • Order and maintain safety supplies and equipment.
  • Determine training requirements at the company and project levels.
  • Provide safety-related topic training to field trainers, supervisors, and employees.
  • Distribute periodical health, safety, and well-being topics for the benefit of employees.
  • Lead near-miss and incident investigations to identify root causes, support the development of corrective actions, and monitor the completion of corrective actions to prevent a recurrence.
  • Maintain compliance information and documentation for OSHA, MSHA, COE, and other agencies on all applicable company work sites.
  • Provide a primary point of contact for correspondence and communication with OSHA and MSHA.
  • Oversee job site safety programs and execute programs with field management.
  • Establish and maintain a safety and health deficiency tracking system and job site tracking programs. 
  • Advise management on safety concerns and corrective actions to improve safe work practices and reduce workplace risk.
  • Exercise authority over project work performance related to site safety and risk management.
  • Maintain safety and DOT driver qualification files and any other safety documentation.
  • Oversee the administration of individual workers’ compensation claims and back-to-work programs.
  • Compute and distribute monthly, quarterly, and annual statistical reports as needed for governmental agencies and corporate management.
  • Develop and administer Traffic Control Plans, job safety analysis, Environmental Assessment, and air permitting programs.
  • Review and update safety-related program plans and policies as needed.
  • Review current safety legislation to determine necessary changes.
  • Perform safety audits and inspections of various work facilities and equipment to ensure safety compliance.
  • Travel to job sites up to 25% of the time.
  • Work in a constant state of alertness and in a safe manner.
  • Perform other duties as directed.

Supervisory Responsibilities:

This position may supervise safety personnel in conjunction with the Project Manager.

Knowledge, Skills, & Abilities:

  • Provide leadership to develop processes and programs to strengthen and enhance company safety leadership.
  • Extensive knowledge of federal, state, and local laws, rules, regulations, and standards for employee health and safety and the ability to implement them in the workplace.
  • Strong understanding and working knowledge of EM385-1-1.
  • Advanced knowledge of standard safety equipment used in construction occupations.
  • In-depth understanding of construction, architectural, and building industry-standard operating practices/procedures.
  • Ability to exercise confidentiality when dealing with sensitive and confidential issues and situations.
  • Possess good organizational skills and be detail-oriented.
  • Ability to read and interpret documents such as safety rules, regulations, reports, advisories, and other technical documents and manuals.
  • Knowledge of Microsoft Excel, Word, Outlook, and PowerPoint. 
  • Ability to demonstrate independent supervisory planning, problem-solving, and decision-making skills, as well as the ability to work independently.
  • Work requires professional written and verbal communication and interpersonal skills.
  • Ability to prepare comprehensive reports and present ideas clearly and concisely.
  • Ability to maintain effective working relationships with staff, public, professional colleagues, and other governmental agencies.
  • Ability to conduct employee safety training.
  • Ability to develop, organize, and manage procedural systems and associated scheduling.
  • Ability to comply with and enforce standard policies and procedures.
  • Ability to operate a motor vehicle in a safe and efficient manner.
  • Ability to travel to job sites.
  • Ability to work a flexible schedule.

Who is Brice Highway LLC looking for?

Minimum Qualifications:

  • Bachelor’s degree in Occupational Safety, Industrial Hygiene, or related field required; or comparable experience may be substituted year for year for the degree requirement.
  • Five (5) years’ experience as a Health, Safety, and Environmental Manager or in a related Safety Management supervisory role required.
  • Minimum of three (3) years of experience managing or supporting safety programs on civil construction projects, such as earthwork, utilities, roadwork, or structural concrete required.
  • Certified Safety Professional (CSP) designation or ability to achieve within 1 year of hire required; experience, education, and other BCSP credentials may be considered in lieu of a CSP.
  • Valid state driver’s license and qualified to operate a vehicle under the conditions of the Brice Highway’s Driving Policy.
  • Ability to pass a drug and background screening.

Working Environment:

The work environment characteristics described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Brice has a fast-paced multi-tasking environment requiring a high degree of efficient and effective performance.  At times, work is performed outside of the office at indoor and outdoor job sites.  Adaptability regarding schedule and design changes, and occasional overtime.
