About the Department

BACKGROUND:
The City of Cleveland Heights Department of Planning & Development, Building Division is currently seeking a Permit Technician/Office Assistant to join its newly created Building Division.
Cleveland Heights is an inner-ring suburb of Cleveland, Ohio with a population of just under 45,000 people and a combined 2024 budget of over $133M. SUMMARY:
This position will be the public-facing aspect of the Division. The incumbent will be responsible to receive and provide information to residents, contractors, property owners, business owners, and others regarding the Architectural Board of Review (ABR). The incumbent will also help residents or contractors who come to the building counter, including applications, meeting dates, and other information related to permitting. Finally, the incumbent will assist and work with Building Commissioner for any other office task of Building Department. The position requires attending ABR evening meetings twice a month. The incumbent will also be responsible in transmitting any information received at the front counter to other Department and City staff. 

Position Duties

ESSENTIAL DUTIES & RESPONSIBILITIES:

  • Provides customer service to walk-in customers; receives payments; makes change; directs customers and/or callers to appropriate internal individuals; answers routine questions and provides customers with requested forms, information, and/or paperwork
  • Manages the Architectural Board of Review process, including attending and providing staff support at (bi-monthly) night meetings
  • Screens visitors and correspondence; makes preliminary assessment of importance and handle accordingly
  • Builds effective working relationships with customers, City staff, and elected officials
  • Maintain a variety of files and information related to Division operations
  • Responds to general inquiries to the Department as directed by staff
  • Upholds the City’s mission to be diverse, equitable, and inclusive as part of all housing preservation activities
  • Maintains regular attendance and punctuality
  • Performs other duties of a similar nature or level

Minimum Qualifications

QUALIFICATIONS:
Knowledge of:

EDUCATION AND/OR EXPERIENCE:
High School Diploma or G.E.D. and six (6) months of customer service experience; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

HOURS OF WORK
The normal work schedule is Monday through Friday, 8:30 AM – 5:00 PM (40 hours per week). The position requires reporting to City Hall most of the time, with frequent time spent in the field. Attendance at evening meetings is part of the job.

PHYSICAL DEMANDS
Light Work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or negligible amount of force constantly to move objects. May require climbing, balancing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, grasping, feeling, talking, hearing, seeing, and repetitive motions.

WORK ENVIRONMENT
The work will occur in an office and field environment. While performing the duties and responsibilities the employee may be exposed to varying weather conditions and other related conditions and situations.
