About the Department

Serve as an executive assistant and provide analytical services and administrative support to the Director of Public Works.

Salary:
Anticipated Salary for this position is $67,191 - 92,904 / annually, depending on qualifications.

Work Location:
This position may be eligible for flexible work arrangements, including hybrid work with some days working remotely and some days working in the office.

Position Duties

  1. Represent the Director of Public Works at internal and external meetings and events as assigned, reporting back and following up as needed, in coordination with the Public Works Interagency Coordinator.
  2. Assist in responding to emails, phone calls, and other correspondence and drafting responses for approval.
  3. Respond to and resolve administrative problems or issues for the Public Works Director and Deputy.
  4. Conduct research, surveys, and feasibility studies and write reports on findings with recommendations.
  5. Manage the Director and Deputy's schedules, including arranging meetings, assisting with prioritizing demands on time and responding to requests for meetings.
  6. Manage/handle/respond to sensitive and often complex personnel issues.
  7. Assist with preparation of speeches, presentations, publications, newsletters, contracts and other documents regarding budgets, Public Works issues and other matters.
  8. Function as a liaison between the Director of Public Works and Public Works management, the Mayor's Office, City Council, other departments, outside agencies, and the public.
  9. Monitor activities of legislative bodies at the local, regional, State, and Federal levels, and interpret proposals that may have potential impact on the Public Works department operations and prepare responses for the Director of Public Works, in coordination with the Public Works Interagency Coordinator.  
  10. Function as coordinator for specific projects or programs for the Director of  Public Works, including providing assistance to the Deputy Director of Public Works.
  11. Participate in meetings, gathering and compiling information, answering inquiries about policies and procedures, and providing customer service.
  12. Summarize meetings and draft minutes of meetings as requested.
  13. Manage invoices for payment or refer to appropriate staff.
  14. Maintain confidentiality and discretion.

Minimum Qualifications

MINIMUM EDUCATION
Bachelor's Degree in Business Administration or related field
 
MINIMUM EXPERIENCE
Three years of experience performing related duties 
 
EQUIVALENCY
An equivalent combination of education and highly related experience in a similar environment may be considered.

Selection Process

The selection process will consist of one or more of the following steps: a rating of relevant education and experience and/or an oral examination (100%). It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. A submitted application is also used to verify the answers to any supplemental questions.  Only those candidates who attain a passing score (70%) on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process.

The City has determined that a criminal background check and/or qualifications check may be necessary for certain positions with this job title. Eligible List Statement
The names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire one month after it has been established.

Interview Selection
The hiring authority reserves the right to determine the maximum number of candidates to interview from the established eligible list.  If the hiring authority decides to interview other than by exam score order, they may select additional people to interview based on a candidate’s education or experience related to the field, work history, or skills uniquely related to the operational needs of the position.


Other Qualifications

  1. Considerable knowledge of computer operations, programming and data processing systems, including advanced level of skill using the Microsoft suite of programs (including Outlook and Word) or ability to develop advanced skills within 3 months.
  2. Knowledge of the principles, practices and techniques of administrative analysis, including method analysis, operational research techniques and statistical analysis.
  3. Knowledge of City Ordinances and regulations within which the assigned department operates.
  4. Good written and oral communication skills.
  5. Considerable knowledge of the techniques of gathering, compiling, and analyzing data. 
  6. Considerable knowledge of modern office practices, administrative procedures, and equipment.
  7. Ability to track and help prioritize multiple work products, schedule requests and other needs from and for the Director and Deputy Director.
