REPORTS TO: Fire Captain or Battalion Chief depending on assignment
FLSA STATUS: Non-Exempt 
CLASSIFICATION: Personnel System - Requires satisfactory completion of a 12-month probationary period. 
PAY GRADE: FD4 
SAFETY SENSITIVE: Yes - Subject to random drug & alcohol testing per the Athens-Clarke County Drug and Alcohol Ordinance.

Purpose of Job 
The purpose of the job is to manage day-to-day operation of fire and emergency services. Duties and responsibilities include but are not limited to, management/supervision, responding to routine and emergency situations, providing Fire/EMS training, preparing administrative paperwork, and performing additional tasks as assigned.

Job Related Requirements 
Work Schedule:  Monday - Friday, 7:00 a.m. to 4:00 p.m. Subject to work holidays, weekends, and on-call after hours.

May be required to work on religious holidays.

Regular and predictable attendance is required. 

Must work cooperatively with others.

When requirements include vehicle operation, responsible for the safety, readiness and operation of the vehicle and must abide by ACC's safe driving policy.

Emergency Position 
This position is designated as an emergency position that requires your attendance at work under all types of emergency conditions. Some examples of emergencies include inclement weather, utility failure, fire or other forced evacuations or as determined by the Manager.

Position Duties

High school diploma or equivalent with six years of fire and rescue or related experience required. 

Must be a certified Firefighter II with Georgia Firefighter Standards and Training or equivalent.

One year of supervisory experience is required.

If hired prior to March 30, 2018, EMT is preferred. EMT is required if hired thereafter.

When assigned to Fire Marshal's Office:
Possess a minimum of a valid Georgia Class C non-commercial Driver's License.

Successful completion of Fire Investigator II* or equivalent training or ability to obtain within 12 months of promotion or hire.

Minimum Qualifications

The following duties are normal for this job. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.  

Supervises and evaluates assigned staff, handles employee concerns, directs work assignments, counsels and disciplines employees when necessary, and completes employee performance appraisals.  

When Assigned to Fire Marshal's Office:
Performs cause and origin investigations on fire scenes; collects and preserves evidence when arson is discovered; interrogates and follows up on suspects and leads in arson cases.  

Plans and performs building fire inspections; compiles data for fire inspection reports. 

Inspects commercial buildings, public buildings, and single and multi-family dwellings for code compliance. 

Conducts plan reviews for compliance with local and state code requirements.  

Enforces fire prevention codes and ordinances such as ICC Fire and Building Codes; reports violations of fire safety laws to the Fire Marshal.  

Inspects the storage of explosives and other flammable materials.  

Coordinates fire safety classes with local businesses, industries, health care, school and civic organizations; speaks to civic groups and schools about fire safety and demonstrates safe use of fire extinguisher.  

Answers questions from the general public on fire safety matters; inspects and advises on the installation of fire alarms and fire extinguishing equipment.  

Attends training seminars, workshops, and conferences according to the National Fire Protection Association.  

Enforces the occupancy load regulations as set forth in the Georgia State Fire Codes and Regulations. 

Serves as a Deputy Fire Marshal.  

Assists schools, hospitals, etc. in implementing Fire Marshal's Office programs and conducting fire drills.  

Coordinates crowd control with other agencies.  

Supervises blasting sites within Athens-Clarke County.  

Performs other related duties as required. 

Knowledge, Skills and Abilities 
Knowledge of the principles, practices and procedures of the County and the operations and functions of the Fire Department.  

Knowledge of management, human resource management/personnel, firefighting and rescue practices, policies and procedures as necessary in the completion of daily responsibilities.  

Knowledge of how to administer operations and staff plans and objectives for the expedience and effectiveness of specific duties of the position.  

Knowledge of all applicable laws, ordinances, policies, standards, and regulations pertaining to the specific duties and responsibilities of the job.  

Knowledge of how to keep abreast of any changes in policy, methods, operations, budgetary and equipment needs as they pertain to departmental operations and activities.  

Knowledgeable and proficient with computers.  

Knowledgeable of fire suppression, including fire ground tactics and overhaul methods for reducing damage, extrication techniques, reporting requirements, International Fire Standard guidelines, Training Association guidelines, local fire codes, State Office of Trauma and EMS, streets and other local geography, hazardous materials, EMS services, and driving in emergency situations.  

Skill in organizational, management, human relations, and technical strategies.  

Skill in the use of hydraulics and Hurst tool, calculators, fire hoses/nozzles, axes, shovels, mechanics tools, hand tools, power tools, electric generators, medical equipment, and all types of fire and rescue equipment.  

Ability to administer policies, procedures, plans and activities and to monitor performance of subordinates against measured established goals.  

Ability to effectively communicate and interact with subordinates, management, employees, members of the general public and all other groups involved in the activities of the County as they relate to the Fire Department.  

Ability to assemble information and make written reports and documents in a concise, clear and effective manner.  

Ability to use independent judgment and discretion in managing subordinates including the handling of emergency situations, determining and deciding upon procedures to be implemented, setting priorities, maintaining standards, and resolving problems.  

Ability to comprehend, interpret, and apply regulations, procedures, and related information.  

Ability to handle required mathematical calculations using statistical data.  

Ability to read, understand, and interpret personnel and related materials.

Other Qualifications

(ADA) MINIMUM QUALIFICATIONS OR STANDARDS REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS

PHYSICAL REQUIREMENTS: Must be physically able to operate a variety of machinery and equipment including calculators, fire hoses/nozzles, axes, shovels, mechanics tools, hand tools, power tools, electric generators, medical equipment, and all types of fire and rescue equipment. Must be able to use body members to work, move or carry objects or materials. This position requires: climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing, seeing, and repetitive motion.  When assigned to Emergency Response and Training:  Must be able to exert up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently. Physical demand requirements are typically at levels of those of heavy work.

When assigned to Fire Marshal's Office:  Must be able to exert up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently. Physical demand requirements are typically at levels of those of medium work.
 
DATA CONCEPTION: Requires the ability to compare and or judge the readily observable functional, structural, or compositional characteristics (whether similar to or divergent from obvious standards) of data, people, or things.  

INTERPERSONAL COMMUNICATION: Requires the ability to hear, speak and/or signal people to convey or exchange information. Includes giving / receiving assignments and/or directions to co-workers or assistants / from supervisors.  

LANGUAGE ABILITY: Requires ability to read a variety of inspection, casualty, and maintenance reports, manuals such as ACCFD operations, IFSTA, NPQ, NFDRS, Hazardous Materials, Vehicle Maintenance and other informational documentation, directions, instructions, and methods and procedures. Requires the ability to prepare various reports and inspections such as vehicle maintenance, activities, injury, civilian casualty, supply requisitions, fire loss, inventory, and personnel reports using prescribed formats and conforming to all rules of punctuation, grammar, diction, and style. Requires the ability to speak to groups of people with poise, voice control, and confidence.  

INTELLIGENCE: Requires the ability to learn and understand complex principles and techniques; to acquire and be able to expound on knowledge of topics related to primary occupation; and to make independent judgment in the absence of management. 

VERBAL APTITUDE: Requires the ability to record and deliver information, to explain procedures, and to follow oral and written instructions. Must be able to communicate effectively and efficiently in a variety of administrative, technical or professional languages including personnel, medical, engineering, mechanics, electrical, fire, and radio signal terminology.

MOTOR COORDINATION: Requires the ability to coordinate hands and eyes in using fire and rescue, office, mechanics, electrical and medical equipment. Requires the ability to lift, push, bend and pull objects or materials using body parts as the position necessitates. Requires skilled movements coordinating eyes, hands and fingers accurately and making precise movements with speed.  

MANUAL DEXTERITY: Requires the ability to handle a variety of items such as calculators, fire hoses/nozzles, axes, shovels, mechanics tools, hand tools, power tools, electric generators, medical equipment and all types of fire and rescue equipment. Must have the ability to use one hand for twisting or turning motion while coordinating other hand with different activities. Must have moderate levels of eye/hand/foot coordination.  

COLOR/VISUAL DISCRIMINATION: Position requires binocular vision with good depth perception and peripheral vision, motion detection, high acuity, and light adaptation, as well as the ability to differentiate between colors and shades of color.  

INTERPERSONAL TEMPERAMENT: Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under considerable stress when confronted with an emergency.  

PHYSICAL COMMUNICATION: Requires the ability to talk and/or hear: (Talking - expressing or exchanging ideas by means of spoken words). (Hearing - perceiving nature of sounds by ear). Must be able to communicate via telephone, two-way radio.
