About the Department
Directs and manages the overall activities of Metro's bus and rail transportation service operations at all divisions.
This is an in-office, 24/7 on call position that is responsible for overseeing and managing all aspects of bus division health and safety, to include ensuring compliance with regulations and operating rules and promoting a safe work environment.

Position Duties
- Develops goals, objectives, plans, and priorities for service operations work
- Directs and manages the overall operations of bus and rail transportation and assigns and monitors service work in operating divisions
- Directs the availability and assignment of proper operating and supervisory staff and resources to ensure that service objectives are achieved within budgetary constraints
- Directs staff compliance with policies, rules, procedures, regulations, practices, and labor contracts
- Directs the review and analysis of division operations and monitors system performance to identify and solve problems/issues and ensure efficient and cost-effective operations
- Develops, reviews, and evaluates contract proposals; monitors and evaluates work of consultants, contract personnel, and vendors
- Serves as authority liaison/ombudsman with community groups and attempts to effect proposed changes and wants of community within confines of regional system; responds to community interests
- Investigates and resolves customer complaints
- Evaluates performance of division operations to ensure conformance with department's goals and objectives and eliminate impediments to peak performance
- Conducts disciplinary investigations, hearings, and counseling sessions; testifies at unemployment and workers' compensation hearings and court cases
- Prepares complex reports, correspondence, and standard operating procedures
- Interacts with various departments and outside agencies to coordinate schedule and procedural changes and ensure quality service
- Prepares and oversees department budget
- Supervises, trains, mentors, and motivates assigned staff
- Communicates and implements safety rules, policies, and procedures in support of the agency's safety vision and goals; and maintains accountability for the safety performance of all assigned employees

Minimum Qualifications
A combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position. Additional experience, as outlined below, may be substituted for required education on a two-for-one basis. A typical combination includes:
Education
- Bachelor's Degree in Business, Public Administration, or a related field; Master's Degree in a related field preferred
Experience
- Five years of relevant senior management-level experience in public/private transit operations; some positions in this class may require specialized experience in area of assignment
Certifications/Licenses/Special Requirements
- A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions
- 24 hour on-call
- Occasional exposure to weather, physical, mechanical, electrical and chemical hazards during site visits
Preferred Qualifications (PQs) are used to identify relevant knowledge, skills, and abilities (KSAs) as determined by business necessity. These criteria are considered preferred qualifications and are not intended to serve as minimum requirements for the position. PQs will help support selection decisions throughout the recruitment. In addition, applicants who possess these PQs will not automatically be selected.
- Experience conducting safety audits and inspections in a bus transportation environment
- Experience conducting incident/accident investigations in a bus transportation environment
- Experience managing the operations of a bus transportation division or control center
- US DOT Transit Safety and Security Program (TSSP) Certificate preferred
- World Safety Organization - Certified Safety & Security Director (WSO-CSSD) Certificate preferred
