Job Title : Senior Enterprise Architect

Required Certification(s): 
·       FEAC certified ACEA Green Belt or equivalent required, FEAC certified CEA Black
·       Belt or equivalent (preferred)
·         DODM 8140.03 and DODI 8140.02 Qualification for Advanced Enterprise Architect
·       (651) or current equivalent in the case where the current DOD issuance is superseded.
·         Certified Integrated Enterprise Architect Practitioner (CIEAP) or similar Certifications
SUMMARY

The U.S. Navy's Military Sealift Command (MSC) is the premier provider of ocean transportation to the Department of Defense (DOD). The MSC is a pivotal role as a single DOD manager for sea transportation, operates a worldwide command using a Government/Contractor-owned fleet of many active ships, which supply strategic and operational sealift to meet national defense objectives.
The MSC has an extensive global shore support organization focused on ensuring that the MSC fleet will meet United States Navy (USN) Fleet and Joint commander requirements. This shore infrastructure includes a headquarters in the Virginia area, area commands, and support units located worldwide. To meet the need for high operational availability, MSC shore personnel and the Contractor workforce provide support for troubleshooting, repair, sustainment, and maintenance. The technical products and services provided through the ITESS Task Order deliver support for MSC Organizations and ship class.


JOB DUTIES AND RESPONSIBILITIES
·       Serves as the Government’s point of contact and shall supervise and manage Contractor personnel assigned to this effort.
·       Experience in Enterprise Architecture level positions or above related to the implementation of an Enterprise Architecture framework in a federal Agency/Department. 
·       Understanding and experience in enterprise-level infrastructure management, software design or development, infrastructure architecture, content distribution, database architecture; IP networking; IT security; data center operations; enterprise applications.
·       Ability to apply the methods, standards, and approaches for describing, analyzing, and documenting MSC’s enterprise IT architecture.
·       Demonstrate an understanding of the MSC Command, Control, Communications, and Computer (C4) system requirements in relation to the MSC missions and have an understanding of the MSC strategic and technical needs as well as an expert level ability to understand the business domain of MSC and business problems, with the intent to solve the business problems.
·          Understanding of enterprise architecture frameworks and enterprise IT management frameworks, identifying the relationships between business services, information, applications, and global infrastructure assets.
·       Support the development of IT rules and requirements that describe baseline and target architectures.
·        Coordinate and support the development of a broad range of DoDAF architectures to support Systems Engineering, Program Management, and Senior MSC leadership in the development of new or existing IT systems throughout the Systems Development Life Cycle.
  ·       Strong presentation and written communication skills and a high degree of comfort with technical and executive audiences and expert level ability to interact with senior leadership within a customer or partner organization.
·       Experience with use of architecting to support senior level enterprise decision making.

QUALIFICATIONS

Education, Background, and Years of Experience

·       Minimum 10 years’ experience in system architecture
·        
·       B.S. Degree in engineering, math and/or science
·        
·       M.S. Degree from an institution accredited by an organization recognized by the Accreditation Board for Engineering and Technology (ABET) (preferred) or Council for Higher Education Accreditation (CHEA)

ADDITIONAL SKILLS & QUALIFICATIONS

Required Skills
·       Expertise in the use of the DOD Architecture Framework (DODAF 2.0)
·        
·       Knowledge of implementing an Enterprise Architecture framework in a federal Agency/Department
·        
·       Experience using the DOD Architecture Framework (DODAF), Open Group Architecture Framework (TOGAF), or Federal Enterprise Architecture Framework (FEAF)
·        
·       Experience using Spec Innovations Innoslate
·        
·       Experience using Rational System Architect, Rational DOORS and Traceline, Sparx EA, or other relevant DoD industry architecture tools to support architecture development.
Preferred Skills

·       Information Technology Information Library Certified (ITIL) Preferred

WORKING CONDITIONS

Environmental Conditions

·       Contractor site with 0%-10% travel possible. Possible off-hours work to support releases and outages. General office environment. Work is generally sedentary in nature, but may require standing and walking for up to 10% of the time. The working environment is generally favorable. Lighting and temperature are adequate, and there are not hazardous or unpleasant conditions caused by noise, dust, etc. Work is generally performed within an office environment, with standard office equipment available.
Strength Demands

·       Sedentary – 10 lbs. Maximum lifting, occasional lift/carry of small articles.  Some occasional walking or standing may be required.   Jobs are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met.
