VPU Context:

The South Asia Region (Bangladesh, Bhutan, India, Maldives, Nepal, and Sri Lanka) is at a crucial stage of development. Rapid economic growth, driven by urbanization and demographic dividend, has brought down poverty rates, but severe forms of exclusion and disparities based on ethnicity, caste, and gender remain. Rapid growth has also come with congestion and pollution in cities. South Asia is also significantly affected by changes in temperature and extreme weather events. Additional challenges are that South Asia as a whole is underperforming in exports, has large informal sectors and low female labor force participation rates. All these challenges must be addressed to secure rapid economic growth in coming decades. Private sector led growth, focused on investments in infrastructure, energy, logistics, skills and cities are essential to generate the jobs needed to employ South Asia’s sizeable youth population. At the same time, the region needs to continue building human capital so that South Asia’s population is well equipped for the jobs of the future.

Unit Context:

Social Policy Department (SPOL)

SPOL brings together the former Social Protection and Labor (SPL) and Social Development (SD) Global Practices to form a unified platform for inclusive and resilient social and labor systems. Fragmented social, labor, and inclusion programs limit the impact of policies designed to reduce poverty and inequality. The merger addresses this by linking protection, productivity, and participation in a single framework. This integration reflects a fundamental shift toward a more comprehensive approach that combines managing risk with expanding opportunity to access gainful employment; moving from fragmented sectoral programs to integrated, coherent social and labor policies that accompany people across their life cycle, from childhood to old age.

Duties and accountabilities:

• Lead her/his team to deliver the GP's key strategic priorities and, in collaboration with Country Directors, to ensure alignment with the WBG Strategy and Country Partnership Frameworks.   
• Provide strategic leadership of cross-cutting People issues such as jobs, migration and aging.
• Draw on thought leadership and implementation know-how to ensure high impact multi-sectoral solutions.  
• Build and maintain a balanced portfolio of innovative, cost-effective, and demand-driven products and services.  
• Work in partnership with other PMs in the People vertical and with other GPs, as well as public and private stakeholders, to find tailored and holistic solutions to complex development challenges – including social inclusion, community resilience and the jobs agenda, which encompasses work on productivity of the formal and informal sectors, labor-mobility/migration, SOE privatization, entrepreneurship and SME support, unemployment (and other) insurance schemes, skills investments, TA on high level strategy and employment legislation etc.
• Support GP management in developing and implementing appropriate strategies for global staffing, deployment, talent, and performance management.
• Effectively engage in communication with various audiences, including key stakeholders, clients, beneficiaries, public, internal, and external partners.
• Be accountable for delivering high-quality and timely results.

Selection Criteria

• A Master’s degree (Ph.D. preferred) in a People related discipline with at least twelve (12) years of relevant professional experience.
• Excellent leadership and supervisory skills with established track record managing multi-location and virtual teams.
• Strong operational and development experience and track record, including experience in more than one Global Practice/VPU (including IBRD, MIGA, and IFC), and in more than one world region of those relevant to these positions.
• Technical knowledge and experience in one or more of the relevant areas.
• Demonstrated in-depth experience and track record of results and successfully working across practices, disciplinary and institutional boundaries.
• Strong sense of strategy, including ability to prioritize and exit some activities, track record in streamlining and rationalizing product offerings.
• Good partnership experience, including involving multiple stakeholders – both public and private – in building collaborative alliances for results.
• Experience in applying practice know-how and effective policy dialogue to achieve development results.
