General Description/Primary Purpose

The Accounting Specialist under the direction of the Assistant Director or above is responsible for managing the accounts receivable ledger, ensuring timely and accurate invoicing, and following up on outstanding payments. This role involves reconciling daily payments, overseeing annual permit balance billing, managing payroll deduction processes, and working with a collections vendor to recover outstanding debts.

The Accountant Specialist will also monitor and reconcile accounts related to parking ticket revenues and collections, ensuring compliance with internal financial policies. Additionally, the role includes customer service duties such as responding to inquiries and refund requests related to payroll deductions and assisting with special population groups' parking needs.

 

Job Functions:

 General Accounting Duties

  • Reconciles daily office, kiosks and mobile app payments

  • Oversee annual permit balance billing for contingent workers, retirees, direct service organizations and employees

  • Responsible for depositing revenue received from events, citations payments and permits

  • Manages all aspects of payroll deduction processes such as monitoring for employee separations, deductions changes, additions and cancellations

  • Complies annual list of payroll deductions and submits to the accounting coordinator

  • Maintains prorated schedule for in-office payments that mirrors payroll deduction pro-ration schedule

  • Responsible for working with collections vendor on collecting outstanding debt from parking violations

  • Monitor and reconcile accounts related to parking ticket revenues and collections

  • Maintain compliance with internal financial policies

Customer Service and Office Administration

  • Responds to customer inquiries and refund requests related to payroll deductions

  • Assists the program coordinator on special population groups with parking needs, correspondences, permitting, sales and billing when needed

  • Maintains tax exempt records for third party permit purchases

Parking Ticket Collections

  • Track outstanding fines and initiate collection procedures for delinquent accounts

  • Collaborate with parking enforcement, legal, and customer service teams to resolve disputes

  • Responds to inquiries regarding parking ticket balances and payment options

  • Analyze collection trends and recommend improvements to increase recovery rates

  • Ensure compliance with internal financial policies

Marginal Functions

  • Serves as an alternate for the Accounting Coordinator

  • Assist with special projects as assigned

 

Required Qualifications

High school diploma and 4+ years of relevant experience. Or an equivalent combination of education and experience pursuant to Fla. Stat. 112.219.

This position is remote. Employee should reside in the state of Florida as there may be times when an in person meeting is required.

A CSA is not expected to investigate or determine whether a criminal incident actually took place. A CSA ’ s responsibility is a duty to report.
