About the Department

Performs complex skilled technical clerical work assisting Commissioner of Revenue customers and preparing, maintaining, and auditing fiscal related records supporting one or more functional areas within the Office of the Commissioner of Revenue. Works under limited supervision and reports to the State Income Tax Relief Programs Supervisor, the Personal Property Supervisor, or the Business Tax Supervisor, depending on assignment.

The Tax Specialist II performs complex skilled technical clerical work assisting Commissioner of Revenue customers and preparing, maintaining, and auditing fiscal related records supporting one or more functional areas within the Office of the Commissioner of Revenue. Works under limited supervision and reports to the State Income Tax Relief Programs Supervisor, the Personal Property Supervisor, or the Business Tax Supervisor, depending on assignment.

The preferred hiring amount for this position is between

Position Duties

  • Provides customer service to the public and administrative support to program supervisors regarding Commissioner of Revenue programs in person, by telephone and written correspondence handling more complex functional areas and customer service inquiries.
  • Receives and processes inquiries, program applications, and/or filings from the public.
  • Interviews/meets with the public to obtain, research, and/or verify necessary information in order to make personal property tax assessments, exonerations, and advanced payments. 
  • Interviews/meets with the public to obtain, research, and/or verify necessary information in order to determine taxability and/or appropriate classification of businesses. 
  • Interviews/meets with the public to obtain, research and/or verify necessary information to assist with preparation and filing of State Income Taxes.
  • Interviews/meets with the public to obtain, research and/or verify necessary information to determine relief program eligibility.
  • Resolves issues relating to personal property, State Income taxes, and relief programs.
  • Answers basic business license questions, refers questions to appropriate staff. 
  • Cross references data from a variety of sources to ensure taxpayer accounts are up-to-date and accurate.
  • Enters and retrieves data with accuracy from a variety of databases and systems.
  • Examines and investigates documents to ensure compliance with City ordinances and State Laws.
  • Audits work performed by support staff.
  • Trains support staff on departmental and program procedures.
  • Assists with bulk mailings and other office administrative tasks.
  • Responsible for appropriate use and maintenance of City equipment, tools and other resources, including work time.
  • Regular and reliable attendance.
Other Duties
  • Performs additional duties to support operational requirements as apparent or assigned.

Minimum Qualifications

Education and Experience: Candidates may qualify by demonstrating the required knowledge and skills outlined for the job through experience(s) other than formal education.

  • Associate degree in accounting, finance, business administration or related field AND at least 1 year of experience performing tax related customer service work.
OR
  • High School diploma or GED AND at least 3 years of experience performing tax related customer service work.
OR
  • An equivalent combination of education and experience may be considered in lieu of the specific requirements listed above.
Preferred:
  • 6 months in a technically oriented environment, preferably in a governmental agency.
Certifications/Licenses/Other Requirements:
  • Required to successfully pass a pre-employment background check and pre-employment drug screen.

  • Knowledge of interviewing techniques and skill in interviewing and eliciting needed information.
  • Working knowledge of City ordinances, state laws and tax codes.
  • General knowledge of standard office procedures, practices and equipment.
  • General knowledge of departmental procedures, billing, collecting and adjustments.
  • Knowledge of and proven skill in the use of a computer and data entry; and the ability to learn and effectively use agency's systems and software.
Reading
  • Intermediate: ability to read and understand written materials such as newspapers, magazines, journals, financial documents, multi-step instruction manuals, and reference materials.

  • Intermediate: ability to write reports, prepare materials such as business letters, explanations, and summaries with proper format, punctuation, spelling, and grammar, using all parts of speech.
Math
  • Intermediate: ability to work with and understand number systems; simple formulas, practical application of fractions, percentages, ratios/proportions and measurement, and to perform mathematical computations with speed and accuracy.

  • Intermediate: Proven customer service skills and the ability to establish and maintain effective working relationships with city staff, leaders, external agencies, and the public.  Elements of persuasion may be necessary to gain cooperation and acceptance of ideas.  Understands and maintains safeguards for sensitive and confidential information. Examples include contacts that may involve stressful, negative interactions requiring high levels of tact and the ability to respond to aggressive interpersonal interactions. 
Independence and Decision-Making
  • Requires Limited Direction: normally completes work according to their own judgment, requesting supervisory assistance occasionally. Special projects are managed with little oversight and assignments may be reviewed upon completion. Performance reviewed periodically.

  • Skilled: comprehensive, practical knowledge of a technical field with use of analytical judgment and decision-making abilities appropriate to the assigned and apparent job responsibilities. Intermediate skill in Microsoft Office applications and/or departmental software.

Physical Demands:

  • Sedentary Work: Exerting up to 10 pounds of force occasionally, and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects.
  • Must constantly operate a computer and other office productivity machinery, such as a calculator, copy machine and computer printer. Must occasionally move about inside the office to access file cabinets, office machinery, etc.
  • Must be able to communicate information and ideas so others will understand.  Must be able to exchange accurate information in these situations.
  • Ability to observe details at close range (within a few feet of the observer).
