About the Department

The Safe and Thriving Communities (STC) division was created in response to the Black Lives Matter protests in 2020 and ensuing community advocacy efforts that urged the City to focus on BIPOC communities and shift safety investments into community-based organizations.


The Senior Grants and Contracts Specialist will develop and manage a portfolio of contracts as a member of the Community Safety Investments Contracts teamThe CSI Unit promotes well-being and works to address harm by investing across a continuum of services including prevention, diversion, intervention, restoration, and system navigationTogether, the team of four Sr. Grants and Contracts Specialists manages a complete contract portfolio of over $20M in investments.


Sr. Grants and Contracts Specialists ensure quality services are provided in compliance with funding and programmatic requirements throughout the year during their review of monthly invoicing and reports, annual monitoring, and general agency questions or technical assistance that may be neededTogether, the team of CSI Sr. Grants and Contracts Specialists manage upwards of 60 contracts.

Position Duties

  • Develops, prepares, and negotiates project, agency, and consultant service agreements and amendments, including discussions on program goals and objectives, performance standards, reporting requirements, budgets, etc. 

  • Oversees efficient contract development and execution as well as ongoing contract monitoring activities, including on-site visits. Ensures high-level accuracy of work product including review of contract documents, invoices, and monitoring reports.

  • Ensures compliance with all City, State, and Federal rules and regulations. Provides support and technical assistance to agency providers on interpreting and implementing related regulations and policies. 

  • Maintains and oversees contract data reporting including accuracy and timeliness of provider reports to ensure data, narratives, and evaluation summaries oCSI strategies effectively report on the portfolio of work.

  • Acts as a liaison with community organizations. Develops and nurtures partnerships and conducts community engagemenactivities to support division priorities and program objectives

  • Works in partnership with other key colleagues and partners in the division and the department, such as finance; Data Performing, and Evaluation; Legislative and External Affairs, to ensure strong understanding of the CSI portfolio of investments.

  • Participates in departmental ad-hoc workgroups and provides recommendations on contract-related policies and/or procedures. 

  • Supports department and division goals and initiatives including the Race & Social Justice Initiative, HSD Results Based Accountability Framework, and HSD Workplace Expectations.  

  • Drafts reports, correspondence, and other written material.

  • Performs other related duties of a comparable level/type as assigned.

Minimum Qualifications

Minimum Qualifications:


Education: Bachelor’s Degree in Public Administration, Business, Contract Administration, Social Work, Public Health, or other human services related field. (or a combination of education and/or training and/or experience to perform the work of the class). 


Experience: Two years of professional experience in contract administration, budget management, planning, or human services administration.


OR: An equivalent combination of education and experience that demonstrates the ability to perform the position duties

Desired Qualifications:

  • Experience working with community-based organizations and groups in the area of Community Safety. 

  • Understanding of race and social justice principles and impacts of systemic racism and oppression on communities of color.

  • Proven track record of providing exceptional customer service to a diverse set of stakeholders and experience working with communities of color and vulnerable populations including, but not limited to: low-income communities, communities impacted by violence, and communities historically subjected to discrimination.

  • Possess a strong work ethic and personal accountability to high quality work products and outcomes in contracting.

  • Experience developing contracts and monitoring for compliance with fiscal and programmatic standards, including invoice processing.  Experience with MasterWorks/CCMS and PeopleSoft 9.2 is desired.

  • Experience implementing, analyzing, and/or ensuring compliance with complex City/State/Federal laws, regulations, policies, and procedures in the provision of services to vulnerable populations.

  • Experience in providing technical assistance to strengthen compliance with contract terms or service delivery.

  • Proven knowledge and expertise on community safety, systems coordination, systems improvement, and violence prevention.

  • Proven track record of data review, analysis, and evaluation. 

  • Strong written, oral, and interpersonal communication skills with the ability to effectively communicate with peers, external partners, and those in leadership positions.

  • Experience in non-profit, human services, public health, or other public services.

  • Proven track record in skillful time management, meeting deadlines, and working independently.

  • Demonstrated proficiency with standard computer software including Microsoft Office (i.e.Outlook, Word, Excel, Teams, SharePoint, OneDrive).

The full salary range for this position is $41.62 - $48.58 per hour.
