About the Department

The Office of City Finance (OCF) OCF is responsible for the financial operations of the City of Seattle. While working closely with the City's Budget Office. OCF oversees the City's financial control functions and enterprise reporting responsibilities and supports the goals set by the Mayor and the City Council by providing financial information and expertise. The Office of City Finance champions race and social justice and works progressively to realize the City's vision of racial equity by participating in the Race and Social Justice Initiative - RSJI, which requires fostering a relational culture and an openness to learn and apply new ideas and skills through an equity lens. 

The Treasury Services Division receives, processes, reconciles and distributes the City's funds. Primary Treasury Services functions include the processing of payments for Seattle City Light, combined utilities, business taxes, licenses (business and regulatory) and court citations. These responsibilities include city vendors and payroll checks include cash investments, payment processing, collections, bank reconciliations, and administration of e-payments, credit cards, and local improvement assessments. This role is critical to ensure the seamless execution of the City's diverse financial activities. 

The Treasury Services department is actively seeking a detail-oriented Treasury Specialist (Treasury Cashier) who possesses robust cash handling experience. This pivotal role is crucial for overseeing a variety of financial tasks, ensuring the efficient and accurate management of cash operations. The ideal candidate will help support our commitment to operational excellence and customer satisfaction.

Position Duties

  • Receives payments from City departments and the public made to the City for various services and receipts revenue to proper fund in various City's automated financial management systems via computer terminal. 
  • Balances daily cash, credit cards, checks, warrants and deposit slips against required systems.
  • Issues ORCA cards using designated transit tool/system, enters receipts and balances sales. 
  • Performs the clearing of items in the Treasurers Clearing Fund and Guarantee Deposits Fund, and initiate refund checks as needed.
  • Identifies incoming electronic bank transactions (ACH/Wires) using banking systems/statements and ensures transactions are correctly and timely recorded to the appropriate financial systems.
  • Assist all City departments with their receipting needs, accounting code review, payment research and cash handling policies and procedures. 
  • Daily balancing and reconciliation of cashier batches and electronic funds payments and other duties as assigned.

Minimum Qualifications

Minimum Qualifications:

  • One year experience processing multiple types of payments against open invoices as a cashier/teller utilizing an on-line cash register/terminal, accounts receivable accountant or payment receipts processor for lockbox.
  • Or a combination of education and/or training and/or experience which provides an equivalent background required to perform the work of the class.


Competitive candidates:

  • The knowledge of other City departments’ billing and receivables process such as - STORM, CCB, SLIM, PeopleSoft and other billing systems.
  • At least two years payment receipts entry/accounting/bookkeeping experience, education or combination.


You will be successful if you have the following experience, skills, and abilities:  

  • An effective communicator with diverse individuals in person, over the phone, or via email while maintaining a positive and professional attitude.
  • Working knowledge and demonstrated application of the guidelines for cash handling/processing, internal controls, and efficient balancing and reconciliation.
  • Must have the ability to multitask in a high paced team environment, meet deadlines, and get along cooperatively with others.
  • Demonstrate reliability, punctuality, and strong leadership skills in a high-volume, fast-paced environment that requires multitasking and meeting deadlines.
  • Perform complex, detail-oriented tasks, including cash handling, auditing, and ensuring secure handling of City funds, while maintaining strong organizational and accuracy standards.
  • Apply computer skills, including Microsoft Word, Excel, and Outlook, along with excellent 10-key, data entry, and customer service abilities to quickly learn and adapt to new tasks quickly.

Other Qualifications

PAY
The full range for this step-progression position is $41.62 - $48.58 per hour.  New employees begin at Step 1 of the pay progression, which is $41.62 hourly. Current City employees’ starting rate of pay will be based on Personnel Rules regarding promotions. 


Work Environment/Physical Demands:

  • Work is performed onsite an office environment with a significant amount of standing at the counter window. 
  • Expectation of meeting two daily deadlines for bank deposits and cash balancing.
