Duties
Write comprehensive communications and marketing plans identifying supporting tactics to include industry outreach.,Creates content for Defense Logistics Agency (DLA) stakeholder communities for industry.,Formats and disseminates electronic and social media for delivery through a digital content management system (CMS).,Utilize a variety of methods to develop a targeted, intentional communication plan, included but not limited to strengths, weaknesses, opportunities and threats (SWOT) analysis, market analysis, and competitive analysis.,Establishes best practices and business cases for the use of new and existing internet-based, electronic, and/or social media tools in agency small business industry efforts.,Researches, evaluates, and recommends which technologies best meet the mission.,Develop standards, guidelines and protocols for the design, content, production and delivery of social media and website programs that are fully compliant with federal accessibility standards.,Independently exercise the planning, creating, executing, designing, maintaining, overseeing, and disseminating of communications products to both the worldwide internal DLA audience and a worldwide base of DLA suppliers and interested public.,Develop strategic solutions to build brand consistency and audience interest in small business opportunities to drive small business increases and develop campaigns that re-enforce DLA as proactive in doing business with small businesses.
Qualifications
To qualify for a Strategic Communications and Content Specialist your resume and supporting documentation must support: Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Developing and executing comprehensive communication plans for an organization's small business program aligned with goals, incorporating SWOT analysis, market analysis, and competitive analysis to reach target audiences. Creating content (written, visual, and multimedia) for an organization's small business program with various digital platforms (websites, social media, email marketing) while adhering to branding guidelines, accessibility standards (e.g., Section 508). Experience in building and maintaining relationships promoting an organization's small business program with diverse stakeholder groups (internal and external), planning and executing outreach events (workshops, conferences, town halls), and tailoring communication strategies to specific small businesses. Tracking, analyzing, and interpreting communication metrics (website traffic, social media engagement, email open rates) for an organization's small business program to assess campaign effectiveness, identifying trends, and providing data-driven recommendations for improvement. Direct experience working with communication policies, procedures, and guidelines, including knowledge of public affairs protocols and small business policy. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To be found well-qualified as an ICTAP applicant, individuals need to demonstrate the ability to perform the common tasks of the job to be filled as well as more complex duties such as: Edits articles to ensure consistency with policy, correctness of grammar, spelling and readability; coordinates employer brand awareness and marketing/recruitment efforts; and interviews sources and research references to write articles for publication that describe programs and initiatives which are inclusive.

All DLA employees are required to refrain from illegal drug use on and off duty. DLA conducts pre-employment, reasonable suspicion, post-accident, and random drug testing. Applicants tentatively selected for employment in testing designated positions will undergo a urinalysis to screen for illegal drug use prior to appointment. Refusal to undergo testing or testing positive for illegal drugs will result in withdrawal of the tentative job offer and a six-month denial of employment with DLA from the date of the drug test. Employees in drug testing designated positions are subject to random drug testing. The DLA drug testing panel tests for the following substances: marijuana, cocaine, opiates, heroin, phencyclidine, amphetamines, methamphetamines, fentanyl, norfentanyl, methylenedioxymethamphetamine (MDMA), methylenedioxyamphetamine (MDA), and opioids.
