The Captain (Watch/Shift Commanders) serves as a training officer. Reviews disciplinary actions against inmates and staff. They are responsible for the safety, security, and well-being of both inmates and staff, as well as maintaining order and discipline within the facility. Captains are the shift supervisor of a higher rank. A captain is responsible for the management and supervision of a team of deputies within the Orleans Justice Center (OJC) jail facility. They are not only enforcing rules and overseeing the daily operations of the prison but also mentoring and supervising a team of deputies, ensuring they are well-equipped to handle their duties. This role demands a unique blend of strategic thinking, exceptional communication, and robust problem-solving abilities to address the complexities within a correctional environment. Moreover, the position requires a heightened level of ethics, integrity, and dedication to uphold the principles of justice and rehabilitation. 


JOB RESPONSIBILITIES

Primary Job Duties & Functions:

    Schedules deputies for regular and special assignments based on operational needs and conducts roll call to assign daily duties.

    Supervise and manage a team of correctional officers to ensure smooth facility operations.

    Develop and enforce security policies and procedures within OJC.

    Coordinate with senior management to implement strategic plans and organizational changes.

    Respond to emergencies and critical incidents, providing leadership and direction.

    Facilitate training and development programs for correctional staff.

    Monitor inmate activities and manage any incidents of misconduct or safety breaches.

    Prepare and maintain records of disciplinary actions and incident reports.

    Collaborate with external agencies and law enforcement as required.

    Conduct regular inspections and audits to ensure compliance with safety standards.

    Delivers training during roll call to improve deputies' performance and knowledge of policies and procedures.

    Issues and explains oral and written directives to correctional officers regarding assigned duties and facility protocols.

    Responds to critical incidents (e.g., inmate disturbances, medical emergencies, facility lockdowns) to direct resources and ensure the safety of the staff and inmates.

    Supervises the collection of evidence and reviews the handling of incident documentation to ensure proper procedures are followed.

    Identifies errors or deficiencies in reports and provides corrective feedback to correctional officers.

    Assists in investigating significant incidents within the facility to ensure they are thoroughly and properly addressed.

    Ensures all correctional officers return to the facility at the end of their shift and conducts debriefings to gather information for the next shift.

    Investigates and documents personnel disciplinary issues, making recommendations for corrective action when necessary.

    Prepares and presents reports to higher-ranking officials for review and follow-up.


Necessary Knowledge, Skills, and Abilities

    Thorough knowledge of OPSO policies, including the operations manual and compliance standards.

    Knowledge of state and federal regulations related to corrections.

    Good understanding of the layout and security features of the facility.

    Strong investigative skills, including evidence handling and documentation.

    Ability to remain physically agile and respond quickly to emergencies.

    Ability to observe, document, and recall details related to facility operations, personnel, and incidents.

    Ability to follow and execute both oral and written instructions accurately.

    Proficiency in interacting effectively with subordinates, supervisors, colleagues, and members of the public.

    Ability to manage, guide, and review the work of subordinates.

    Strong report-writing skills, with the ability to document issues clearly and comprehensively.

    Problem-solving and decision-making abilities, especially in crisis or high-stakes situations.

    Previous experience in a supervisory or leadership role within corrections.

    Strong understanding of correctional policies and inmate management.

    Excellent communication and interpersonal skills for team coordination.

    Experience in conflict resolution and negotiation in a pre-trial jail setting.

    Certifications in jail management or relevant law enforcement training.

    Demonstrable leadership skills and ability to manage a team effectively.

    Extensive knowledge of the facility operations and security procedures.

    Proficiency in report writing and incident documentation.

    Capability to work under stress and handle difficult situations with composure.

    Ability to train and mentor junior officers in best practices and protocols.

    The understanding and the ability to recognize trends or security risks within the facility.

Job Distinction/Career Path

    Permanent status in any of the following classes: Certified POST Correctional Peace Officer, Four (4) years of experience within the OPSO in any combination of Recruit and Correctional Officer positions.

    Three (3) with a bachelor's degree or higher from an accredited college or university. *

*Note: To be certified for promotion to Sergeant, candidates must have a Bachelor’s Degree from an accredited institution. Official transcripts or diplomas must be submitted before certification.

Note on Eligibility for Promotion

Candidates with sustained complaints related to discrimination, retaliation, excessive use of force, or serious misconduct may be ineligible for promotion for two (2) years following the completion of any disciplinary penalties. Candidates under investigation for serious misconduct may also be ineligible.
