About the Department

The Network Administrator for the City of Victoria plays a critical role in maintaining and securing the City’s technology infrastructure. This position is responsible for the design, implementation, and ongoing management of the City’s networking, VoIP, firewalls, cybersecurity, VPN, surveillance, and access control systems.
 
 In addition to being the City’s lead network expert, the role also supervises two team members: a SCADA Technician and a P25 Radio Technician. The successful candidate will possess strong technical expertise in municipal network environments, a solid grasp of public sector compliance requirements (CJIS, HIPAA, PCI), and leadership skills that promote cross-functional collaboration and operational excellence.
 
 This role also supports the technology procurement process, including planning, budgeting, and managing vendor relationships for a wide range of critical infrastructure systems

Position Duties

  • Design, implement, and maintain the City’s LAN/WAN infrastructure, including switches, routers, firewalls, wireless networks, and remote access systems.
  • Administer VoIP phone systems, ensuring quality of service, call routing, and feature stability.
  • Configure and manage VPNs, secure remote access, and mobile connectivity for City staff and departments.
  • Maintain and support cybersecurity systems, including firewalls, intrusion detection/prevention, endpoint security, and compliance monitoring.
  • Oversee physical security systems including IP-based video surveillance and electronic access control, ensuring system integrity and uptime.
  • Monitor network performance and reliability, conduct regular audits, and implement best practices for performance tuning and security hardening.
  • Provide technical leadership and daily supervision to the SCADA Technician and P25 Radio Technician, ensuring critical utility and public safety systems are supported and maintained effectively.
  • Develop technical specifications, obtain quotes, evaluate vendor proposals, and manage the procurement of networking and communication systems.
  • Assist in preparing the IT department’s annual budget, particularly in areas involving network infrastructure, cybersecurity, VoIP, access control, SCADA, and public safety communications.
  • Manage vendor relationships, including service contracts, performance evaluations, warranty claims, and lifecycle replacements.
  • Collaborate with Police, Fire, Public Works, Utilities, and other departments to ensure critical systems meet operational and compliance requirements.
  • Maintain up-to-date documentation for network diagrams, policies, procedures, asset inventory, and support documentation.
  • Provide 24/7 on-call support and emergency response coordination as needed, particularly for public safety and utility systems.
  • Ensures workplace safety and provides after-hours support for emergencies.
  • Maintains professional relationships with City staff, vendors, and public safety personnel.
  • Regular contact with City employees, public safety departments, citizens, contractors, and vendors. Collaborate with external agencies such as county emergency services and mutual aid partners.     
  • Performs other related duties as assigned.

Minimum Qualifications

Must be able to drive to various worksites. Frequent lifting (up to 50 lbs.), bending, kneeling, and twisting while installing or repairing equipment. May be exposed to electrical hazards. Requires availability for on-call support and emergency response.

Other Qualifications

  • Bachelor’s degree in Information Technology, Computer Science, or related field; equivalent experience may be considered.
  • Minimum of 5 years of progressive experience in network administration or infrastructure support.
  • Minimum of 2 years in a leadership or supervisory capacity is preferred.
  • Valid Class C Texas Driver’s License and acceptable driving record.
  • Effective communicator with the ability to explain technical concepts to end users.
  • Committed to staying current with evolving networking and radio technologies.
  • Competencies in technical problem solving, situational analysis, customer service, team collaboration, & SLA awareness.
