About the Role

The City of Hillsboro is seeking a detail-oriented, customer-focused Risk Management Specialist to join our collaborative HR, Risk, and Safety team. This position plays a critical role in supporting the City’s risk and safety programs by managing records, coordinating claims, and ensuring compliance with legal processes. The Risk Management Specialist provides excellent customer service to employees and community members, responds to concerns and claims-related inquiries, and coordinates responses to public records, subpoenas, discovery, and other legal requests.




Duties & Responsibilities


  • Organize and fulfill tort claims processing activities under the Risk Manager’s direction. Prepare all documents for submission/production. Oversee and update City’s records format (for example: centralized records, standardized handling/retention procedures, conversion from paper to electronic data for easy document searches and retrieval). Provide timely, accurate and sound responses to tort claims notices and litigated claims.

  • Maintain the full life cycle of HR, Risk, City’s and other relevant records in preparation for litigation and perform the tasks and assignments in accordance with the City attorney’s legal guidance, state/federal law, and industry best practices and standards. This will include records inventory regardless of media (electronic systems, databases, spreadsheets, photos, hard copy paper, texts, Teams messages, and all other formats).

  • Assist with the set-up, organization and maintenance of employee and labor relations documents which may be utilized during the claims/litigation process to set the City up for success during the discovery process. This includes processing physical and electronic records from the beginning of an employee relations case to its conclusion, including any relevant HR records such as recruitment, benefits, payroll etc.

  • Intake employees and community members concerns and complaints. Provide information about the City’s incident reporting portal and claim process.

  • Review all incidents weekly with the Risk and Safety team and respond to employees and community members report of incidents.

  • Organize and store records for easy retrieval during the claim process to include litigation request for production (discovery). 

  • Perform a wide variety of complex and confidential duties requiring analysis and attention to detail including typing and transcribing HR and Risk documents.

  • Conduct collective bargaining notetaking.

  • Digitize records to assist with migration from paper records to electronic files.

  • Responsible for scanning, electronic record imaging quality control and indexing of records for various imaging applications, as well as intake, retrieval, and assist with final disposition of physical records after the completion of litigation.

  • Archive files as required, retrieve files as necessary from onsite, offsite storage or electronic storage. Coordinate with stakeholders (HR managers, insurance claim adjusters, City attorneys) for records and imaging requests. 

  • Responsible for maintaining the integrity of all information related to the files for privacy, reporting and audit purposes. Adheres to City and Department policies and procedures.

EDUCATION AND EXPERIENCE:



EDUCATION AND EXPERIENCE:

Associate’s degree in Legal studies, Human Resources, Risk Management, Business or a related field; and two years of experience in Records Management or a related field; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
