About the Department

This position implements, configures, tests, maintains, troubleshoots, and supports applications, software, and system peripherals for the City of Columbia Police Department; supports department staff and users use of applications, software, and system peripherals and escalates issues as needed; develops, maintains, and implements reports; works closely with Information Technology Department staff on items related to applications, software, and system peripherals; and performs related work as assigned. The incumbent works according to departmental and City of Columbia procedures but works within a general outline of work to be performed, and develops work methods and sequences under general supervision. 

The work is considered light-to-medium in nature and involves walking or standing much of the time and also involves exerting between 20 and 50 pounds of force on a recurring basis, or considerable skill, adeptness and speed in the use of fingers, hands or limbs in tasks involving close tolerances or limits of accuracy. The work requires the following physical abilities to perform the essential job functions: crawling, crouching, feeling, fingering, grasping, handling, hearing, mental acuity, pulling, pushing, repetitive motion, speaking, talking, visual acuity, and walking.

Work environment involves exposure to no known environmental hazards; and is safe and secure that may periodically have unpredicted requirements or demands.

Position Duties

  • Serves as Subject Matter Expert for applications, software, and system peripherals directly supporting or integrated with the applications and software.  Will serve as a contact for department staff to troubleshoot application issues.  Escalates issues to Information Technology Helpdesk and other staff as needed;
  • Performs monitoring of technology resource utilization and performance within the department and provides recommendations for actions based on collected data;
  • Develops, prepares, and presents reports using data from applications, software, and other collected data;
  • Receives, responds to, and troubleshoots problems associated with Police applications, software, and system peripherals directly supporting or integrated with the applications and software as reported by staff.  Works with uses, vendors and other technical personnel to identify, resolve problems, malfunctions, and escalates issues to Information Technology Helpdesk and other staff as needed;
  • Works closely with Information Technology staff on support of applications, software and system peripherals; coordination of system maintenance, upgrades, and implementations;
  • Develops and maintains end-user and technical documentation on applications, software, and system peripherals;
  • Develops and maintains standard operating procedures for department technologies;
  • Develops and defines project requirements, establishes success metrics, and conducts audits to ensure law enforcement applications and processes comply with approved standards. Performs testing and evaluations of new technology. Conducts interviews to gather user requirements via workshops, questionnaires, surveys, site visits, workflow storyboards, use cases, scenarios, and other methods. Prepares and provides documentation of recommendations based on collected data;
  • Communicates changes, enhancements, and modifications of business requirements – verbally or through written documentation – to project managers, sponsors, and other stakeholders so that issues and solutions are understood.

  • Performs general clerical work as required, including but not limited to preparing reports and records, entering and retrieving computer data, copying and filing documents, answering the telephone, etc.;
  • Attends training as required to maintain job knowledge and skills; and
  • Performs other related duties as assigned.

Minimum Qualifications

MINIMUM REQUIREMENTS TO PERFORM WORK: 

  • Associate degree in computer science,  information technology or closely related field;
  • Two (2) years of relevant prior experience;
  • Working knowledge preferred of enterprise systems including UKG Kronos, UKG Telestaff, Central Square products (e.g., CAD, RMS, FBR), video applications (e.g., Coban, Genetec), Microsoft Office products (e.g., Word, Excel, PowerPoint, Access);
  • Working knowledge preferred of SQL Server Reporting Services (SSRS) to create, deploy, and manage reports from multiple data sources.
  • Valid South Carolina Class “D” Driver’s License.

Other Qualifications

  • Knowledge of addition and subtraction, multiplication and division, and/or calculating ratios, rates and percentages;
  • Ability to learn the use of new tools, technology hardware, software, and enterprise applications;
  • Ability to gather, organize, analyze, examine or evaluate data or information and may prescribe action based on such data or information;
  • Ability to provide information, guidance or assistance to people to directly facilitate task accomplishment; may give directions or assignments to helpers or assistants; 
  • Ability to operate or repair complex application systems or technology equipment that requires extended training and experience, such as computer hardware, software and enterprise systems; involves installation and testing; Ability to perform skilled work involving rules/systems with almost constant problem-solving;
  • Ability to read technical instructions, procedures, manuals and charts to solve practical problems; composing routine reports and specialized reports, forms and business letters with proper format; speaking compound sentences using normal grammar and word form;
  • Ability to perform specialized technical or entry-level professional work requiring general understanding of operating policies and procedures and their application to problems not previously encountered; application of specialized technical or professional principles and practices or the use of a wide range of administrative methods in the solution of problems; requires normal attention with short periods of concentration for accurate results and occasional exposure to unusual pressure; and
  • Ability to guide others, requiring frequent decisions affecting co-workers and others who depend on the service or product; works in a somewhat fluid environment with rules and procedures but with many variations from the routine.
