Tangram Flex is seeking a Portfolio Manager [PM] with a minimum of 10 years of experience in program management execution particularly with government and/or the Department of Defense.This position is located in Dayton, Ohio.

OVERVIEW/
We are seeking an experienced Portfolio Manager to lead and grow our software and systems engineering services business lines within the Department of Defense (DoD) market. This role goes beyond traditional program management; the successful candidate will drive organic growth by identifying new opportunities within these business lines through building strong customer relationships and expanding our impact across defense programs by providing value and flawless program execution. The Portfolio Manager will be accountable for delivering results across cost, schedule, and technical performance, while also shaping the long-term strategy of the portfolio programs.
POSITION DESCRIPTION/
Tangram Portfolio Managers are responsible for overseeing a portfolio of related programs and projects, ensuring alignment with organizational strategy, contract requirements, and customer mission objectives. Operating primarily within a DoD contractor environment, this position will focus on maintaining and growing customer relationships, working closely with the Tangram Flex engineering team and the company’s technical leadership) to meet cost, schedule and performance metrics for the awarded contracts.This position requires close collaboration with government customers, primes/subcontractors, and internal stakeholders to balance performance, cost, and schedule while mitigating risk. This role requires a strong understanding of software engineering concepts, systems integration, and digital engineering practices to effectively guide cross-functional teams in the delivery of complex technical solutions
The Tangram environment is fast-paced with overlapping priorities and requires Portfolio Managers to be highly flexible, able to juggle multiple tasks at once, and be customer-facing. PM’s maintain a focus on, and ensure:
- Measurable growth of portfolio through securing of follow on work.
- Successful execution of the programs based on contractual commitments (technical delivery on schedule, on budget);
- Successful execution of milestones and deliverables;
- Successful facilitation and coordination of program and technical team efforts;
- Successful communication of resource (people, security, software, etc.) requirements of the program to Engineering and Operations leadership; and
- Regular communication of Program Performance to Tangram leadership (and other stakeholders, as needed).
JOB RESPONSIBILITIES /
Primary Responsibilities:
- Program Leadership
- Serve as the single program manager responsible for the overall contract performance;
- Engage with government stakeholders to define priorities, resolve issues, and communicate progress, risks, and mitigation strategies.
- Analyze the impact or potential impact of missed or inadequate deliverable on program accomplishment;
- Develop and present reports on analysis findings;
- Prepare program plans that support strategic objectives;
- Analyze program scope and requirements for program risk, Intellectual Property concerns, and security needs;
- Ensure planned milestones and deliverables are reasonable, achievable, and properly ordered;
- Communicate a clear definition of the Company’s contractual obligations and timelines to entire organization;
- Provide status of ongoing and future projects.
- Support resource and workload capacity model planning and inputs.
- Collaborate with program managers, engineers, and functional leads to ensure technical integrity, operational effectiveness, and delivery of high-quality solutions ensuring alignment with Tangram objectives and customer priorities.
- Financial Management
- Track milestone/deliverable achievement and informs finance when deliverable has been accepted and to prepare the invoice;
- Review/approve invoices (both prime and sub) prior to submission or payment;
- Ensure projects are set up correctly and proper tools are in place prior to the start of a project;
- Maintain portfolio wide tracking of resource allocation (present and future):
- Monitor, update, and communicate estimated resourcing plan while understanding and managing customer expectations;
- Provide guidance/insight into resource allocations and deliverable schedules through the understanding of the full program execution portfolio;
- Participates in the Tangram Expense Planning Process; Participates in the Tangram Revenue Forecasting Process,
- Business Growth Activities
- Partner with business development teams to identify, qualify, and capture follow-on work and new opportunities within the portfolio
- Lead capture management activities associated with the portfolio, including customer engagement, competitive assessments, teaming strategies, solution shaping, and proposal development support.
- Support bid and proposal efforts by contributing to technical volumes, management approaches, and pricing strategies where appropriate.
- Ensure smooth handoff between capture process and program initiation prior to and during a successful award;
- Identifying opportunities to expand business with customers and participate in developing statements of work and proposals to win additional follow on work with clients.
- Participate in regular capture meetings, including Go/No Go decisions
- Customer Relationship Ownership
- Serve as the primary programmatic point of contact for external customer: Serve as an internal advocate for customer and program needs;
- Communicate technical concepts to both business and technical users.
- Listen, understand, and convey customer requirements to engineering teammates, Product management,Sales / Growth team, and others.
- Participate with in person client meetings
- Primary representative and technical thought partner with clients articulating project requirements, outlining expectations, and collaborating with the team to achieve commitments.
- Maintain a high level of understanding our Tangram Flex products and their application within a customer environment.
- Ability to resolve customer issues or difficulties in a manner that is consistent with the company mission, values, and financial objectives of the company.
DESIRED SKILLS & EXPERIENCE/
Required Skills:
- BS in Engineering, Computer Science or Electrical Engineering, or equivalent successful experience in a similar industry role
- Minimum of 10 years of experience managing, supporting, or leading programs in a Federal Government environment
- Demonstrated experience growing the scope and or value of programs or portfolios organically within the DoW/DoD market
- Possess a current/or recent U.S. Government Security Clearance or the ability to obtain and maintain a U.S. government issued security clearance is required. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.
- Ability to work collaboratively across teams and communicate effectively
- Understanding of Government and Industry program/project management tasks and execution methods
- Ability to manage multiple complex, multidisciplinary tasks and projects
- Experience working directly with Customers to capture, understand, and meet requirements, build relationships, articulate and provide customer
- Strong understanding of software engineering concepts, specifically DoD/DoW software and systems engineering environments including software development life cycle (SDLC), agile practices, DevSecOps, and systems integration.
- Excellent time and resource management skills
- Proficient with MS Office and Google Suite products.
- Team player with demonstrated ability to lead and/or support co-workers to success
- Demonstrated competency in written and oral communication.
- Familiarity with Federal acquisition processes, contracting mechanisms, and compliance requirements.
Preferred:
- Prior experience in capture management or business development within the defense sector.
- Existing U.S. Government Security Clearance
- Master's Degree in Engineering field of study preferred
- PMP, PgMP, or DAU Program Management certification
