Description
We are seeking a Portfolio Manager to oversee real property, capital planning, and compliance efforts for federal programs. This role requires financial and portfolio management expertise to ensure mission effectiveness, regulatory compliance, and strategic alignment.
This role is contingent upon funding award and requires onsite presence at the USCG St. Elizabeths campus three days per week.

Responsibilities Include
- Ensure accurate accounting for all real property assets and environmental liabilities to meet audit control requirements.
- Provide subject matter expertise in establishing Department-wide priorities, policies, and standards.
- Conduct studies and prepare reports on capital planning, asset management, environmental compliance, and sustainability initiatives.
- Develop and analyze business cases to evaluate efficiency proposals and mission-aligned alternatives.
- Prepare portfolio performance reports and present findings to senior leadership.
Requirements
- Bachelor’s Degree with a minimum of 10 years of experience
- At least 2 years of Federal experience (DHS preferred).
- Strong background in financial analysis, risk identification, and portfolio management planning.
- Experience leading project-level reviews and identifying opportunities for re-engineering.
- Proven ability to brief senior leaders on portfolio performance and mission alignment.
