THE OPPORTUNITY: 

The Office of Public Charter Schools (OPCS) accomplishes this by promoting school choice and high quality educational settings, bold and innovative educational strategies; providing an environment that promotes respect for all students and their individual identities; and, engage students in academic and authentic learning opportunities, service learning, and personal development.

The Charter School Liaison works with the Pillsbury United Communities – Office of Public Charter Schools (PUC-OPCS) to conduct oversight and evaluation of 18 authorized schools impacting over 9,000 students. 

 The Charter School Liaison will have a strong orientation towards educational equity, transparency, and building positive relationships that garner the best portfolio of schools. Through relevant and responsive accountability measures, the Charter School Liaison will support the overseeing of operations, compliance, and efficacy of existing and prospective charter schools. Additionally, the Charter School Liaison will continue advocating for and monitoring policy changes, and work with school leaders and multiple school board of directors to achieve the best educational experience for all students, particularly black and brown students.


THE ROLE (Essential Functions):

Strategy, Oversight and Monitoring.

  • Provide compliance and quality oversight for 18 charter schools in Minnesota located in the Twin Cities Metro, Rochester, and St. Cloud.
  • Promote school success through compliance and quality by engaging in a culture that supports student achievement, high quality instruction, overall student growth and development.
  • Work closely with the Director, Charter School Authorizer Liaison and Oversight and Evaluation Manager
  • Serve as primary liaison to select schools in the portfolio, including completing all compliance related matters, and assist in scheduling site visits for all schools.
  • Provide technical assistance to schools when appropriate. 
  • Attend charter school board meetings to monitor structure and effectiveness of each school’s governance.
  • Conduct evaluations and monitor program reports for progress towards established goals and governance. 
  • Work with OPCS advisory council on decision-making related to new schools, transfers, expansion, contract renewals, or terminations of charter schools. 
  • Convene authorized school leaders monthly to establish continued positive relationships, key learnings, and knowledge management
  • Engage in ongoing professional development to advance skills and understanding in the area of charter school authorizing.
  • Assist in drafting reports, submissions and required communications

 

External Engagement

  • Advocate and monitor key legislative policies that impact authorizing and/or equitable educational outcomes. 
  • Engage in state and national charter school task forces, work groups, and other initiatives (National and Minnesota Associations of Charter School Authorizing, education reform groups and education related funders, etc). 
  • Assist in outreach efforts of potential partnerships to provide school and department support.
  • Assist in any fundraising and development efforts in partnership with OPCS Director and staff.


DESIRED ATTRIBUTES:

  • Bachelors Degree in Education, Public Policy, Public Administration or related area or equivalent work experience
  • Experience working in or with charter schools and/or education in Minnesota or elsewhere. 
  • Demonstrated knowledge of and experience in charter school governance, operations and law. 
  • Understanding of academic and financial performance measures. 
  • Experience with program evaluation. 
  • Experience using multiple data points to evaluate student learning and academic performance.
