Position Summary: The Program Manager (PM) is responsible for overseeing and managing multi-functional Army Reserve organizations (or Department of Defense equivalent) Facility Operations and Maintenance (O&M) activities. This role requires strong leadership, operational management, and strategic planning skills to ensure effective contract performance across onsite operations and geographically dispersed locations. The PM will act as the primary point of contact, making timely decisions to ensure mission success and compliance with all contractual and regulatory requirements.

Key Responsibilities:

  • Direct and manage Facility Operations and Maintenance activities for Army Reserve or DOD equivalent organizations.
  • Provide oversight of facility management, contract administration, building systems, and maintenance trades.
  • Operate independently to manage contracts, onsite operations, and remote/field site activities.
  • Organize, develop, coordinate, and evaluate plans for multiple simultaneous activities.
  • Identify specific requirements and adjust plans to meet objectives within established timelines.
  • Analyze organizational and operational challenges to develop timely, cost-effective solutions.
  • Oversee financial management functions including budget planning, cost control, and reporting.
  • Prepare and deliver professional reports, plans, memorandums of instruction, and other documentation.
  • Conduct meetings with internal and external stakeholders to ensure effective communication and execution of plans.
  • Ensure compliance with organizational policies, safety standards, and government regulations.

 

  • Minimum Qualifications
  • Minimum of five (5) years of documented experience directing and/or managing multi-functional Army Reserve organizations (or DOD equivalent) Facility Operations and Maintenance activities.
  • Experience in facility management, contract management, maintenance trades, and building systems.
  • Minimum of two (2) years of documented financial management experience.
  • Proven ability to operate independently and make timely, mission-critical decisions.
  • Demonstrated expertise in organizing, coordinating, and evaluating complex projects across multiple locations.
  • Strong problem-solving skills with the ability to deliver timely and economical solutions.
  • Excellent verbal and written communication skills; ability to conduct professional meetings and prepare official documentation.
  • U.S. Citizenship and the ability to obtain and maintain a security clearance, if required.

 

  • Preferred Qualifications
  • Prior experience in a government contracting environment.
  • Advanced knowledge of Army Reserve or DOD organizational structures and protocols.
  • Professional certifications in Project or Program Management
