Management Analyst 

Location: 440 Court Street, Clearwater, Fl 33756  

Schedule: Monday - Friday, 8am - 5pm, Occasional evening or weekend hours may be required. Position may be approved for partial remote work schedule in accordance with County Policy after an appropriate period of satisfactory performance.

What You'll Do

  • Data Analysis: Collaborate with stakeholders to understand data needs, perform comprehensive analysis, identify meaningful trends, and provide clear, actionable recommendations to leadership and the community. 

  • Dashboard Development: Design, build and maintain interactive dashboards and reporting tools that track program performance, compliance and outcomes. Your insights will inform decision making and help identify opportunities for improvement.  

  • Strategic Planning: Support department strategic planning by aligning goals with data-driven insights and performance measures. Contribute to initiatives that strengthen program operations and drive organizational priorities.  

  • Quality Assurance: Conduct reviews of internal operations and contracted programs to ensure adherence to policies, standards, and performance metrics. Identify gaps and recommend solutions to enhance program quality.  

  • Reporting and Communication: Prepare clear, concise reports and presentations that translate findings into actionable recommendations. Share results with leadership, program staff, and external partners to support informed decision making.   

What You Need To Have

Experience: Progressive experience in management, operations, administrative analysis work, or quality assurance that includes one (1) year of program/project management, management operations, or information technology project systems experience including team leader or supervisory training.  

Education: Degree in public health, healthcare administration, business administration, public administration, statistics, social sciences, human services, or a related field.  

  • 8 years of experience as described above; or 

  • Associate degree as described above and 6 years of experience as described above; or 

  • Bachelor’s degree as described above and 4 years of experience as described above; or 

  • Master’s degree as described above and 2 years of experience as described above; or 

  • PhD with as described above and some experience as described above. 

     

     

Additional Requirements 

  • Possession and maintenance of a valid Florida Driver's License.  

  • Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.  

  • Knowledge of social service programs and delivery. 

  • Experience in strategic planning, logic models, program research and evaluation 

 

Highly Desirable

  • Experience using data analytics software including Power BI, SQL or Tableau preferred. 

  • Experience with developing, maintaining, & managing data platforms to load, transform, extract, manipulate, and automate complex data sets and analytics preferred. 

  • Experience in project and data management, quality assurance, analysis, presentation, and reporting. 

  • Experience with planning, strategic and operational, including development of performance measures. 

  • Experience working with human services data and evaluating programs. 

 

Knowledge, Skills and Abilities

  • Knowledge of public administration methods, principles, and practices. 

  • Knowledge of principles and practices of quality assurance. 

  • Knowledge of program performance management and development of key performance indicators and logic models for human service programs. 

  • Knowledge of County programs, administrative practices, and procedures. 

  • Knowledge of current practices in large and small electronic data processing environments. 

  • Knowledge of operations research and systems analysis. 

  • Skill in assembling complex technical data in a reasonable, timely, and comprehensive manner. 

  • Ability to apply computer applications and software; 

  • Ability to prepare technical reports and provide factual information within specified formats. 

  • Ability to establish and maintain effective working relationships as necessitated by assignments. 

  • Ability to analyze difficult problems and make appropriate recommendations clearly and concisely, orally and in writing. 

  • Demonstrates competence in task prioritization and resourcefulness; Ability to multitask and work on multiple projects at different stages. 

  • Ability to work flexible schedules as necessary.  

  • Ability to accomplish tasks and make decisions independently with minimal supervision and within the parameters of department policies and procedures.
