MDHA serves Nashville and Davidson County. Its mission is to create affordable housing options, support neighborhoods, strengthen communities, and help build a better Nashville. 

MDHA employs over 300 staff members, has a budget of $185 million, and houses approximately 30,000 people, primarily through nearly 8,000 Section 8 Vouchers and over 6,800 apartments, which are mainly Project-Based Rental Assistance (PBRA) units, at 39 properties. MDHA is a housing authority, a community development agency, and a redevelopment agency.

Position Summary

The Assistant Director of Human Resources is responsible for supporting the strategic and operational management of the Human Resources (HR) department, with a primary focus on employee relations, performance management, and learning and development. Ensure program designs are aligned with the organizational strategy. This role partners with leadership and staff to foster a positive workplace culture, ensuring compliance with policies, procedures, and local, state, and federal laws, and driving continuous professional growth across the organization.

Position Duties

Duties and Responsibilities

Employee Relations

  • Oversee and manage the employee relations program, including conducting investigations, facilitating conflict resolutions, and administering the disciplinary actions process.
  • Provide expert guidance to managers and employees on workplace issues, policy interpretation, and performance management.
  • Ensure compliance with federal, state, and local employment laws and regulations.
  • Support labor negotiations concerns and contract administration.

Learning & Development
  • Assess organization learning and development needs through data analysis, feedback, and collaboration with department leaders.
  • Design, implement, and evaluate training programs to enhance employee skills, leadership capabilities, and compliance awareness.
  • Develop and conduct onboarding and orientation programs for new hires.
  • Facilitate workshops, seminars, and coaching sessions to support career development. In conjunction with the Director of Human Resources, develop a succession planning strategy.
  • Monitor and report on the effectiveness of learning initiatives, making recommendations for improvement

Performance Management
  • In conjunction with Department leadership, set clear expectations and goals for each role in the department.
  • In conjunction with Department leadership, address persistent underperformance with improvement plans, additional coaching, or corrective actions, always aiming for improvement first.
  • Design a performance tool for new-hire and annual reviews with quarterly feedback.
  • In conjunction with Department leadership, identify opportunities for skill development through training, mentorship, and stretch assignments.
  • In conjunction with Department leadership, recognize achievements through verbal praise, formal awards, bonuses, and promotions.

Minimum Qualifications

Education, Experience & Other Requirements

Bachelor's degree in human resource management, business administration, labor relations, psychology, organization development or a related field; Master’s or MBA preferred. Minimum 10 years of progressive human resources management experience.

Regulatory Expertise

Knowledge of federal, state, and local laws and regulations governing fair housing policies and practices; excellent management, leadership, and interpersonal skills; ability to communicate effectively, orally and in writing in both formal and informal settings; must be detail-oriented; ability to analytically solve problems, make sound judgments and exercise good decision making-ability to perform short and long-range planning.

Resilience

Willingness, mental and physical ability to perform the duties involved in this classification. The ability to perform work with or without accommodation requires the ability to sit, stand, and walk; dexterity of the hands; clarity of vision, speech, and hearing; and the power of observation, as well as other physical duties as required.

Software Management

Skilled in Microsoft Word, Excel, PowerPoint, and other Microsoft software.
