ABOUT THE ROLE

We are seeking a Sr. Manager of Subcontract Representatives to support N3B in a direct role! This position is full-time and will be based out of Los Alamos, New Mexico.

The Senior Manager of the Subcontract Technical Representatives (STR’s) and Subcontract Representatives (SR’s) shall manage and support activities and supervise professional staff engaged in the coordination of logistics, maintenance or service subcontracts in support of N3B’s Contact-Handled Transuranic Waste (CH-TRU) Porogram. The work must be performed in accordance with N3B’s STR Program and N3B Acquisition Management policies and procedures.

This is a matrixed position reporting to the Director, STR/SR Program within N3B’s Strategic Planning and Integration organization. As the “home” organization, Strategic Planning Integration is responsible for developing the policies, procedures and systems that will be implemented across the N3B project and ensuring that those policies, procedures and systems are appropriately implemented by the STR/SR Strategic Planning Integration will also be responsible for training and qualification of the personnel. STR/SRs will take day-to-day directions from the N3B operations programs (ER and CH-TRU) to ensure they are supporting the priorities of the programs.

This position requires creativity and flexibility to meet new challenges and expertise to apply appropriate solutions efficiently.

Responsibilities

  • Plans and manages operations performed by professional staff in support of CH-TRU activities.

  • Responsible for the oversight and management of professional staff engaged in coordination of subcontractor’s work.

  • Ensures effective policies, procedures, and systems are in place to support N3B subcontractor oversight.

  • Ensures effective communication between the STRs, SRs, Project Managers, and N3B Mangement.

  • Oversees subcontrator’s projects quality, safety, timing, cost and compliance.

  • Ensures STRs/SRs are trained and qualified for their positions.

  • Evaluates project requirements and performance to ensure the N3B operational objectives and safety requirements are met.

  • Performs periodic reviews of STR/SR field files to ensure files are complete and in compliance with N3B procedures.

  • Reviews team members goals and provides mangerial feedback to team members.

  • Performs annual reviews of team members and makes reccomendations for salary increases.

  • Coordinates with Program Director to manage staffing including interviewing and hiring of new employees.

  • Reviews and approves time for team members.

  • Manages vacation and paid time off (PTO) requests to ensure adequate coverage.

  • Performs other duties as assigned.

Requirements

  • Education & Years of Experience – Bachelor’s Degree in a technical discipline and 10+ years of relevant experience. . Experience should include a minimum of 5 years of management responsibility. Additionally, must have 4 years of nuclear experience per DOE O 426.2.

  • Citizenship – To be considered, you must be a United States (U.S.) citizen due to the federal nature of the work

  • Clearance – To be considered, you must be able to obtain and maintain a government issued clearance, if needed

  • Understanding of principles and practices of effective management.

  • Expert knowledge and ability to develop and apply highly advanced principles, concepts and techniques of project management in specified areas of engineering, science or related disciplines.

  • Ability to manage Subject Matter Experts and be responsible for contractual STR obligations over multiple projects.

  • Extensive experience in leading integrated project teams and stakeholders to implement the appropriate path to achieve project success.

  • Strong organizational, time management, attention to detail with the ability to exercise independent judgment

  • Ability to set an agenda, plan, organize, schedule and lead meetings with N3B and subcontractor management, SMEs and field personnel to reach consensus and furthering project goals

  • Excellent technical leadership and expertise specifically in the subject matters related to waste management (both radioactive waste and hazardous waste), RCRA, environmental site investigation, characterization and remediation, as appropriate for the specific position.

  • Experience leading a Subcontract Management Team with significant fiscal and programmatic responsibilities.

  • Thorough knowledge of Federal Acquisition Regulations, applicable Agency Supplements, Governmental Contracts and the flow-down of applicable clauses and requirements.

  • Demonstrated record of effective management in the following areas: financial management, personnel management, safety, security, and quality management.

  • Ability to build and grow both internal and external organizational relationships and programs.

  • Experience in effective decision-making, creative problem solving, and continuous improvement programs.

  • Excellent interpersonal, oral and written communication skills.

  • Demonstrated ability to interact with all levels of personnel and customers.

Working Conditions and Physical Requirements:

  • Individuals must be able to perform the essential functions of the job with or without reasonable accommodation.

  • This position primarily works in an office environment with low noise level due mostly to office equipment and in the field with occasional exposure to loud sounds and distracting noise levels.

  • Field activities may require walking on uneven terrain and working in unfavorable weather which could lead to heat or cold stress conditions.

  • While performing the duties of this job, the employee is regularly required to sit, walk, stand, and occasionally climb or balance, squat, stoop, twist, turn, push, pull, kneel, crouch, crawl and reach with hands and arms.

  • This position frequently must lift and/or move up to 10 pounds and infrequently must lift and/or move up to 20 pounds.

  • Specific vision abilities required by this job include close vision, distance vision, color vision, depth perception and ability to adjust focus.

  • Hearing requirements include ability to listen and respond appropriately to conversations in person, virtually and over the phone.

  • Potential Electrical and other minor hazards normally found in an office environment are anticipated.

  • Work unconventional hours that may not align with usual 8- or 10-hour workday and weekend work on occasion as project demands.

About the Site

N3B manages the Los Alamos Legacy Cleanup Contract for the U.S. Department of Energy Environmental Management’s Los Alamos Field Office, which is responsible for cleaning up contamination that resulted from LANL operations before 1999 and packaging and shipping radioactive and hazardous waste off-site for permanent disposal (n3b-la.com).
