JOB DESCRIPTION: The Payroll Specialist is responsible for accurately and efficiently processing employee payments, ensuring compliance with all applicable regulations, and maintaining accurate payroll records. This includes tasks such as collecting and verifying timekeeping data, calculating wages and deductions, and processing payments through direct deposit or checks. They also handle tax withholdings, deductions for benefits, and other adjustments to employee pay.
ESSENTIAL JOB FUNCTIONS:
- Payroll Processing: Collect, verify, and enter employee time and attendance data into the payroll system.
- Wage Calculation: Calculate wages, commissions, bonuses, and other compensation based on company policies and employment contracts.
- Understands and applies Prevailing Wage Labor compliance regulations, to include California Prevailing Wages rules, Federal Davis Bacon Wages rules, Federal Service Contract Act Wage rules.
- Deduction Management: Process and manage payroll deductions for taxes, benefits, and other authorized withholdings.
- Payment Processing: Prepare and distribute paychecks or direct deposit payments to employees.
- Tax Compliance: Ensure compliance with all federal, state, and local tax laws and regulations, including timely remittance of payroll taxes.
- Record Keeping: Maintain accurate and up-to-date payroll records and documentation.
- Report Generation: Prepare various payroll reports for management and other stakeholders.
- Issue Resolution: Address and resolve employee inquiries and issues related to payroll.
- Compliance: Stay updated on changes to payroll regulations and ensure compliance with all applicable laws.
- General Ledger Reconciliation: Reconcile payroll data with the general ledger and bank statements.
- Always exercises discretion and maintains confidentiality of sensitive employee information.
EXPERIENCE AND ABILITIES:
- High School Diploma or G.E.D., associate’s degree is preferred.
- PHR-CA certification preferred.
- Proven experience of 3 or more years of direct payroll processing experience.
- Thorough understanding of California Wage and Hour Laws, including exempt and non-exempt status, breaks and meal breaks, CFRA Leave laws etc.
- Working knowledge of payroll best practices.
- Experience with Labor Compliance as it applies to Prevailing Wage work highly preferred – this includes preparing Certified Payroll Reports and other Labor Compliance documents, uploading to DIR ecpr system, reporting fringes etc.
- Keen attention to detail including a high level of precision and data integrity awareness.
- Must have strong MS Office skills, including Excel and Teams.
- Proficiency in payroll software – ADP preferred.
- Successful experience in demonstrating tact, courtesy, a positive attitude, and maintaining cooperative relationships in all work interactions.
