Job Summary

Under minimum supervision, the Benefits Director is part of the Denver Health Human Resources department and is responsible for the planning, designing, implementing and administering all employee and retiree benefit programs. Programs include comprehensive medical/dental, life, disability insurance, pension, 401(a), SERP's, other retirement related programs, and PTO programs. Leads staff and ensures highest degree of customer service is provided to all plan participants and their dependents. Plans and directs the development and implementation of new, improved and/or cost-effective benefit plans. Ensures compliance with all legal requirements; directs the preparation and filing of legally required reports, reviews and directs all accounting for benefits. Develops strong partnerships with senior management and Benefits committees.

Essential Functions:

  • Supervises staff for accurate, timely updates and maintenance of employee benefits files, i.e. new hires, terminations, open enrollment and miscellaneous changes. Conducts performance appraisals annually and on time. 20%

  • Manages, recommends and implements benefit programs through research and analysis of benefit trends for potential changes, improvements and enhancements of current programs. 20%

    •Works with the various insurance carriers, administrators, service providers and consultants to optimize benefit program results. Ensure compliance with government requirements, i.e., DOL, IRS, and Patient Protection and Affordable Care Act of 2010 (ACA).

    • Develops and prepares all employees benefit related communication material including: benefit summary material, open enrollment information packets, plan change notifications, assorted updates and required communications. 20%

    • Oversees new employee enrollment for new hires and transfers. Responsible for leading Denver Health’s benefits plan. Conducts one-on-one meetings with new employees to acquaint them with their benefits and answer questions. Ensures that benefits paperwork is complete accurately and forwarded to the appropriate vendors. Maintains up-to-date and accurate filing system for all employees eligible for benefits. Answers benefits information questions for employees and vendors by telephone and in person. Manages the necessary programs to be in compliant with the ACA.

    • Receives a variety of completed Fidelity forms from employees. Reviews for completeness before sending onto Fidelity. Answers retirement information questions for employees and vendors by telephone and in person. Maintains all retirement loans and payroll deductions. Processes all QDROs. Prepares Letters of Direction regarding administrative functions with Fidelity. Prepares correspondence for employees regarding Retirement Plans (i.e., Social Security Administration). 5%

    • Oversees the leave of absence function, including FMLA, ADAAA, USERRA, Colorado Healthy Families and Workplaces Act, and any other Federal, State or local leave programs.  Collaborates with Workers Compensation and Payroll on these leaves. 5%

    • Oversees the Wellbeing strategies, programs and events, including the Fitness Center.  Manages, recommends and implements wellbeing initiatives through research and analysis of wellbeing trends for potential changes, improvements and enhancements of current programs.

Education:

  • Bachelor's Degree in Human Resources, Business Administration or related field required or four additional years of related experience in lieu of degree.


Work Experience:

  • 7-9 years of increasingly responsible benefit related positions required.
  • 1-3 years of Manager level or higher responsibility over Benefits related work required.
  • Working in healthcare or hospital setting or
  • Workday HR Benefits module experience.


Licenses:
 

Knowledge, Skills and Abilities:

  • Extensive knowledge of medical, dental, vision, life insurance, STD, LTD, 401a, 457 and FSA plans.
  • Knowledge of insurance programs.
  • Knowledge of leave of absence laws.
  • Knowledge of wellbeing programs.
  • Ability to work within HRIS systems to maximize benefits, leaves of absence and wellbeing functions.
  • Exceptional oral and written communication skills and interpersonal skills to deal effectively with employees and physicians.
  • Ability to work independently, establishes priorities, coordinate several activities at one time and develop individuals/team.
  • Computer/word processing skills. Able to reconcile insurance invoices.
  • Able to maintain confidentiality.
  • Working knowledge of Defined Contribution Plans.
  • Proficient in Microsoft Office (Word, Excel, Outlook, and PowerPoint).
