The Building Inspector is responsible for inspecting buildings and structures during construction or renovation to ensure compliance with federal, state, and local building codes, county ordinances, and other applicable laws and regulations. The Building Inspector works independently under the general supervision of the Chief Building Inspector and plays a critical role in enforcing building codes to ensure the safety and integrity of the built environment.

Position Duties

Inspection and Compliance:

• Inspect buildings and structures during construction and renovation to ensure compliance with building codes and regulations.
• Perform final inspections of buildings and structures for minor permits, such as re-roofing, window replacements, doors, shutters, and sheds.
• Inspect accessory structures, including fences, signs, billboards, and canopies, for compliance with zoning and building laws.
• Ensure construction activities are conducted with proper permits and issue violations or stop work orders as necessary.

Documentation and Reporting:

• Maintain accurate inspection records and prepare detailed reports for supervisors and other relevant authorities.
• Utilize computer systems for permitting, inspection scheduling, and documentation, including taking photos, researching codes, and producing reports.
• Issue Notices of Violations and Stop Work Orders, ensuring compliance with regulations.

Liaison and Communication:

• Communicate code violations to contractors, builders, and property owners in a professional and tactful manner.
• Establish and maintain effective working relationships with contractors, builders, and the public.
• Keep supervisors informed of all inspection activities, including any issues or concerns that arise during inspections.

Travel and Flexibility:

• Travel to various work sites across the county and attend meetings or training sessions as required.
• Work during irregular hours to accommodate construction schedules and urgent inspection needs.

Minimum Qualifications

Candidates should possess a solid foundational background that demonstrates their ability to engage with the responsibilities of the role effectively.

• Graduation from high school or possession of an acceptable equivalent diploma.
• Four (4) years of hands-on experience in the construction trade, or a comparable amount of training or experience may be substituted.
• Valid Florida Driver’s License with a good driving record.
• A valid Standard Building Inspector certification as required by F.S. 468.607–609, or the ability to obtain certification within 12 months of employment.
• Knowledge of county, state, and federal building codes and the ability to interpret and apply them in practical situations.
• Ability to read and interpret construction plans and specifications.
• Excellent communication skills (both verbal and written), with the ability to tactfully address code violations with contractors and property owners.
• Strong organizational and record-keeping abilities.
• Ability to establish and maintain effective working relationships with contractors, property owners, and the general public.

Other Qualifications

PHYSICAL REQUIREMENTS: The Building Inspector must possess good vision and hearing with or without correction. This role demands constant physical ability and stamina to walk through building sites, bending, kneeling, standing and climb ladders and stairs. The position also requires the ability to lift and carry up to 100 pounds occasionally, 50 pounds frequently and lift up to 40 lbs. to a height of 7 feet. Working as a Building Inspector may involve working in physically challenging environments or conditions.

ENVIRONMENTAL CONDITIONS AND WORK HAZARDS: The work environment primarily consists of an outdoor environment, and the inspector may be exposed to all weather conditions, including extreme heat, rain, cold and even unconditioned spaces. Work sites can include construction zones, which pose potential hazards such as falling objects, uneven surfaces, exposed wiring, and the risk of falls from buildings during inspections. The inspector may also encounter natural hazards like insect bites, animal encounters, and other environmental factors. Daily tasks may include ladders, scaffolding or other elevated surfaces. Additionally, this role may involve exposure to noise, dust, chemicals, and mechanical equipment. Proper personal protective equipment (PPE) will be provided and must be used in compliance with safety guidelines.

SAFETY EQUIPMENT & PERSONAL PROTECTIVE EQUIPMENT (PPE): Employees are required to adhere to all safety protocols and utilize appropriate safety equipment and personal protective equipment (PPE) provided to ensure a safe working environment. Specific requirements include:

• Mandatory PPE: Employees must wear designated PPE, which may include safety goggles, gloves, hard hats, hearing protection, and respiratory masks, depending on the tasks performed.
• Safety Training: All employees will receive training on the proper use and maintenance of safety equipment and PPE to minimize risks and ensure compliance with safety regulations.
• Inspection and Maintenance: Employees are responsible for regularly inspecting their PPE for wear and tear, and reporting any damaged equipment to their supervisor for replacement.
• Emergency Equipment: Familiarity with the location and use of emergency equipment, such as fire extinguishers, first aid kits, and eyewash stations, is required.

County employees are considered essential personnel in providing and continuing services to our community during and following a disaster, such as a hurricane, or in other emergency situations. As a requirement of County employment, County employees are subject to being required to remain at work during an event, respond to a recall immediately following an event and/or immediately reporting to work when an all clear is declared by the County Administrator.  During these types of events, County employees may temporarily be assigned to work and perform duties outside the normal scope of their position, location, and work schedule to fit the needs of the County and its citizens.
