LOCATION: Lakeview, Lake County
FLSA: 1.0 FTE, Non-exempt (Expectation to work 40 hours/week)
SUPERVISOR: DD Regional Supervisor and/or DD Program Manager
PAY GRADE: B9 ($27.26 - $39.76 per hour, depending on experience)

DESCRIPTION
The Oregon Needs Assessment Assessor position takes the lead on all required state assessments of support needs for individuals experiencing intellectual and/or developmental disabilities (I/DD).
The Adult Protective Services Investigator conducts protective service investigations for individuals enrolled in Developmental Disabilities programs in accordance with the Oregon Administrative Rules. The investigator authors all associated reports, makes determinations on the allegations, and identifies specific actions to avoid further abuse.
This position serves the entire County listed and provides occasional/back-up coverage to all other counties supported by the CCS DD Program.
SUPERVISION
This position does not supervise any employees.
SUPERVISION RECEIVED
Works under the direction of the DD Regional Supervisor, DD Program Manager, and/or Chief Operating Officer.
SUPERVISORY RESPONSIBILITIES
This job has no supervisory responsibilities.

Education and/or Experience
OREGON NEEDS ASSESSMENT ASSESSOR: Must meet the minimum standards for a Service Coordinator/Case Manager under Community Developmental Disability Programs as defined in the Oregon Administrative Rule (OAR) 411-320-0030 and 411-415-0040
a) A bachelor's degree in behavioral science, social science, or a closely related field; OR
b) A bachelor's degree in any field and one year of human services related experience, such as work providing assistance to people and groups with issues, such as economical disadvantages, employment, abuse and neglect, substance abuse, aging, disabilities, prevention, health, cultural competencies, or housing; OR
c) An associate's degree in a behavioral science, social science, or a closely related field and two years of human services related experience, such as work providing assistance to people and groups with issues, such as economical disadvantages, employment, abuse and neglect, substance abuse, aging, disabilities, prevention, health, cultural competencies, or housing; OR
d) Three (3) years of human services related experience, such as work providing assistance to people and groups with issues, such as economical disadvantages, employment, abuse and neglect, substance abuse, aging, disabilities, prevention, health, cultural competencies, law enforcement, or housing.
ABUSE INVESTIGATOR SPECIALIST: An abuse investigator specialist must have at least one of the following:
(A) A bachelor's degree in human science, social science, behavioral science, or criminal science and two years of human services, law enforcement, or investigative experience; OR
(B) An associate's degree in human science, social science, behavioral science, or criminal science and four years of human services, law enforcement, or investigative experience.

CRIMINAL BACKGROUND CHECKS
Must pass all criminal history check requirements as required by ORS 181.536-181.537 and in accordance with OAR 410-007-0200 through 410-007-0380.
In addition to a pre-employment background check, each employee, volunteer, and contractor shall be checked on a monthly basis against the OIG and GSA exclusion lists, as well as other federal and state agency lists. If it is discovered that an employee, volunteer, or contractor is excluded or sanctioned it will be the cause for immediate termination of employment, volunteering, or the termination of the contract.
PERSONAL AUTO INSURANCE
Must hold a valid driver’s license as well as personal auto insurance for privately owned Vehicles utilized for CCS business such as client service purposes, travel between
business offices and the community, to attend required meetings and trainings.
Must show proof of $300,000 or more liability coverage for bodily injury and proof of $100,000 or more liability coverage for property damage and maintain said level of coverage for the duration of employment at CCS.
The employee’s insurance is primary with CCS insurance being secondary. CCS reserves the right to deny any employee the use of a vehicle owned by CCS.
PHYSICAL DEMANDS
While performing the essential duties of this job, the employee is regularly required to use office automation including computer and phone system that require fine manipulation, grasping, typing, and reaching.
The employee is also regularly required to sit, talk, listen, and use hands and fingers. The employee is also required to stand, walk, reach with hands and arms; stoop; kneel and/or squat.
The employee may occasionally lift and/or move up to thirty pounds. Specific vision required by this position includes close, peripheral, distance, and the ability to adjust focus.
This work also requires that the employee sustain their attention during periods of crisis.
WORK ENVIRONMENT
Tasks will occur both at the office and in the community. There will be travel required throughout the county(s) that the employee is assigned to. Occasional out of area travel and overnight stays will be required for attendance at meetings and/or trainings. Monitor and broker services at the home site of the customer, service provider, and office will be within a typical day’s routine.
As indicated, employee also will be required to work in the community and homes of the customers we serve. Handicap access may not be available at all places where this position must go. This position may be required to respond to environments where a customer is in crisis. The environments in these situations are difficult to predict and may be in uneven terrain.
This position may be exposed to the everyday risks or discomforts which require normal safety precautions typical of such places as an office.
