About the Department
The Maryland National Capital Park & Planning Commission is an award-winning organization with over 5,000 employees that administers over 52,000 acres of stream valley parks, large regional parks, neighborhood parks, and park-school recreation areas throughout Montgomery and Prince George’s counties. In Prince George’s County, we are also responsible for developing the County’s public recreation programs.
Under general supervision, the Maryland–National Capital Park & Planning Commission seeks a Park Manager to support and enhance the Building Support across Northern Region park facilities. You will assist in planning, coordinating, and supervising custodial operations, ensuring parks’ community centers, restrooms, offices, and event spaces are clean, safe, and welcoming. This role works closely with Park Manager II and cross-functional teams to uphold Commission standards and respond swiftly to custodial needs.
Position Duties
Routine & Preventive Cleaning Coordination
- Assist in developing and overseeing daily and weekly cleaning schedules for multiple facilities
- Perform regular inspections to verify adherence to cleaning protocols and document quality metrics.
- Coordinate cross-training of custodial staff so team members can operate all types of cleaning equipment and cover specialized tasks as needed.
Crew Assignment & Oversight
- Assign tasks to custodial staff (full-time, part-time, and intermittent); monitor attendance, approve timecards, and document performance.
- Provide hands-on coaching in equipment operation, safety practices, and customer service etiquette.
- Facilitate performance reviews and career development planning to help staff set goals, recognize achievements, and identify training needs.
Special Projects & Rapid Response
- Coordinate deep-clean projects (e.g., post-event cleanups, seasonal floor care) by estimating labor, materials, and equipment needs.
- Mobilize crews for emergency custodial response—spills, vandalism, or bio-hazard incidents—and liaise with Risk Management as needed.
- Liaise with event coordinators and program staff in advance to anticipate custodial requirements for scheduled activities and special events.
Supply & Equipment Management
- Track custodial inventory: order, receive, and distribute cleaning products, PPE, and equipment parts.
- Maintain equipment logs and schedule routine maintenance or repairs.
- Manage inventory budgets and reconcile vendor invoices to ensure cost-effective purchasing and accurate record-keeping.
Systems & Reporting
- Use work-order and facility management software to log jobs, track completion times, and generate usage reports.
- Prepare basic reports on custodial performance metrics, supply expenditures, and incident resolutions.
- Update and maintain standardized custodial SOPs within the management system to reflect best practices and procedural changes.
Stakeholder Communication & Customer Service
- Act as point of contact for facility managers and the public on custodial matters; address concerns promptly and follow up on resolutions.
- Support facility openings and special events by aligning custodial staffing and schedules with program needs.
- Collect and analyze customer feedback on facility cleanliness (surveys, comment logs) and integrate insights into ongoing service improvements.
Minimum Qualifications
- Bachelor’s Degree in Park Management, Park Administration, Outdoor Recreation, Natural Science, Physical Science or any related field.
- One (1) year of park management experience that includes leadership of staff.
- An equivalent combination of education and experience may be substituted, which together total five (5) years.
- Valid driver's license in accordance with both State and Commission rules and regulations. Driver’s license must be unencumbered by restrictions, revocations, suspensions, or points that could limit the employee’s ability to drive Commission vehicles or perform driving duties required by the position of assignment.
- Depending upon area of assignment, a valid Commercial Driver’s License (CDL) with appropriate endorsements may be required within 12 months of position assignment and must be in accordance with both State and Commission rules and regulations.
- Depending upon area of assignment, must be able to obtain and maintain all applicable certifications within 12 months of position assignment (e.g., Maryland Department of Agriculture Pesticide Applicator, Maryland Department of Agriculture Professional Fertilizer Applicator, Playground Safety Inspector).
- Pass Commission medical examination.
