About the Department
The Cannabis, Commercial Tobacco, and Vaping Prevention Program (CCTV) at Public Health – Seattle & King County is seeking a Project/Program Manager III (Juul Settlement Project Operations Manager). This position requires strong project management skills, the ability to work independently, understanding of agency systems, and dedication to serving communities most impacted by cannabis, commercial tobacco, and vaping. Qualified candidates for this position will be a seasoned project manager who is able to connect with and support diverse partners in community-engaged models of project planning and implementation. This role may also include supervision either at the time of hire or later in the expansion of the CCTV program. Applicants should be committed to working with diverse populations throughout King County to provide excellent customer service to a broad range of cultures, in accordance with the King County Equity and Social Justice Ordinance and the King County Strategic Plan.
This position will lead operations of CCTV’s Juul Settlement project to mitigate the effects of the vaping epidemic, and to reduce cessation disparities with programs, policies, and systems and environmental changes. This role includes support and facilitation of a diverse Community Advisory Board (CAB) to assist CCTV in developing and implementing an investment strategy for King County’s Juul settlement funds. This position will ensure quality implementation of the selected strategies by facilitating a team of multi-disciplinary staff and developing and managing contracts to meet project goals.

Public Health-Seattle King County (PHSKC) is the metropolitan health department serving all of King County. The mission of PHSKC is to eliminate health inequities and maximize opportunities for every person to achieve optimal health. This position is based in the Cannabis, Tobacco and Vaping (CTV) Prevention Program within the Chronic Disease and Injury Prevention (CDIP) Section of the Health Sciences Division of PHSKC.

Work Schedule
The normal work week is Monday through Friday, 8:30 am – 5:00 pm with occasional evenings and weekends. This position is Exempt and is not subject to the Fair Labor Standards Act and is not overtime eligible.
Work Location
This is a hybrid position with both in office and remote work opportunities. The primary location for this position will be based at the Chinook Building located at 401 5th AVE, Suite 1110, Seattle, WA 98104.
Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Teleworking:
Some of the work associated with this position will be performed through teleworking, and will report to office location and to meetings as needed. Travel to other work locations may be necessary. Employees will have access to shared workspaces at various King County facilities. Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours. To support employees during this time King County has a robust collection of tools and resources to support working remotely. Position Duties
Responsibilities of this position include but are not limited to:
Community Engagement:
- Develop and maintain strong relationships with community members and organizations who are part of communities affected by cannabis, commercial tobacco, and vaping use and harm.
- Develop and implement engagement plans across a spectrum of collaboration from collecting feedback to co-creation.
- Lead and support a diverse Community Advisory Board and ensure members remained engaged and connected to CCTV’s program strategy and direction.
Project Management:
- Independently create and implement workplans, develop project budgets, decision-making processes, and workflows for complex, multi-partner projects to accomplish CCTV goals.
- Facilitate multi-disciplinary teams to fulfill workplans and make decisions.
- Identify opportunities and threats in projects and lead teams in addressing them.
- Develop, identify, and maintain resources to support team-members and community partners to accomplish CCTV goals.
- Monitoring, Evaluation, and Quality Improvement:
- Create and manage systems to collect and analyze project data on barriers, accomplishments, and opportunities.
- Work with teams to improve project function.
- Produce project reports for different audiences.
Outreach and Communication:
- Create and implement communications plans to meet the needs of partners, including sharing technical information in ways that are relevant to different audiences.
- Communicate on behalf of the program to community partners.
- Contract Management and Administration:
- Work with County systems to implement solicitations, purchasing, and contracting.
- Develop and manage community or vendor contracts to support CCTV goals.
Supervision:
- Provide supportive supervision to program staff, interns, or contractors as assigned.
- Other responsibilities as assigned.
Minimum Qualifications
Our ideal candidate will demonstrate the following (Minimum):
- Master’s degree in public health, social work, community development, or a related field OR equivalent experience including five years working in community engaged prevention or health promotion.
- Experience with and/or ability to quickly learn Microsoft Teams, Microsoft SharePoint, and Asana project management software.
- Demonstrated understanding and application of public health approaches to prevention and harm reduction.
- Demonstrated ability to identify project goals, develop strategies, and design workplans for fulfillment.
- Demonstrated success in project management for complex projects.
- Demonstrated experience with systems for project monitoring and evaluation, and ability to analyze project data to track progress and improve project outcomes.
- Successful experience in collaboration and outreach with community partners to implement projects.
- Proven ability to establish and maintain relationships with diverse parties of interest, including community members, service providers, and government agencies.
- Excellent communication and interpersonal skills, with the ability to engage and connect with individuals from diverse backgrounds and build trust within the community, including communicating technical information in relevant ways.
- Strong analytical and problem-solving abilities, with a creative and innovative mindset to develop effective solutions in challenging situations.
- Ability to facilitate projects with multidisciplinary teams.
- Ability to independently and reliably manage multiple lines of work simultaneously.
- Flexibility to adapt to changing priorities and respond to emerging needs within the community.
- Demonstrated experience facilitating solicitations, developing contracts, and managing grants.
- Demonstrated supervision experience.
- Familiarity with local government administrative systems, rules, and practices.
The most competitive applicants will have the following experiences and qualifications (Desired):
- Demonstrated experience supporting health, wellbeing, or social needs with or within communities who have been historically marginalized in health systems, targeted by the commercial tobacco industry, or most impacted by enforcement of cannabis prohibition.
- Demonstrated experience in developing and leading a diverse community advisory board.
- Knowledge about public health approaches to impacting inequities by geography and among cultural groups; familiarity with implementing policy, systems and environmental change strategies as well as community base building and community power-building approaches.
