About the Department

The Data Engineer III is an experienced level information technology professional located in the Department of Innovation and Technology that plans, designs, develops, implements, and maintains code, programs, policies, and procedures to protect the integrity and efficiency of data infrastructure. As a Data Engineer III, work is independently planned and carried out in conformance with accepted policies and practices. The Data Engineer III adheres to instructions, policies, and guidelines and exercises judgment to resolve commonly encountered work problems and deviations. The work performed by Data Engineers primarily involves designing, building, and documenting data pipelines and data infrastructure. Data Engineers are responsible for integrating a diverse number of datasets to improve delivery to internal customers, and allow for data-led decision making.

Position Duties

  • Collaboratively designing and developing an organization-wide data warehouse, data catalog, and data pipeline infrastructure that will allow for improved service delivery to residents and data-driven decision making by city colleagues.
  • Developing, maintaining, and documenting optimized data pipeline architecture that improves data quality, and facilitates better links between legacy data silos.
  • Identifying, designing, and implementing internal process improvements: automating manual processes, optimizing data delivery, for greater integration and scalability, etc.
  • Building pipelines that support analysis, reporting, modeling, and visualization to provide actionable insights for improved service delivery, operational efficiency, and other key performance metrics.
  • Keeping sensitive and protected data separated and secure according to legal and policy requirements, potentially across multiple data warehouses.
  • Training colleagues and building a citywide network of data engineering users that connect regularly to share best practices.
  • Promoting the value of responsible data practices, interoperability, and reproducibility, emphasizing foundational considerations of privacy, ethics, attribution, and documentation when working with data.

Minimum Qualifications

These minimum qualifications establish the education, training, experience, special skills and /or license(s), which are required for employment in the classification. Minimum qualifications increase based on the level of the position. Note: additional qualifications (i.e., special conditions) may apply to a particular position.
 
Education
For all Information Technology Specialists, it is a requirement to have completed a bachelor's degree from an accredited college or university, with major course of work in computer science, information systems, programming, systems analysis, geographic information science, engineering, communications, or other related field of study.
 
Experience
For entry into the Information Technology Specialist position, no work experience is required; however, the minimum education requirements must be met. One year of experience in systems analysis, computer science engineering, programming, information security management, data analysis, information science, or geographical information systems analysis is preferred but not required. Information Technology Specialists must demonstrate proficiency with integrated word processing and spreadsheet functions.
 
For selection, appointment to an Information Technology Specialist level III or higher, in addition to the minimum education requirements, more progressive levels of experience are required based on the following:
 
Information Technology Specialist III – at least three (3) years of experience
Information Technology Specialist IV – at least four (4) years of experience
 
Equivalency
Equivalent combinations of education and experience that provide the required knowledge, skills, and abilities will be evaluated on an individual basis.

Other Qualifications

Applicants may be required to illustrate proficiency in the use of software packages such as the Microsoft Office Suite including Word and Excel. Applicants may be required to take written tests or work simulations to illustrate proficiency in other skill sets as may be determined based on the duties and responsibilities to be performed. These written tests might include mathematical skills and writing skills, including grammar and reading comprehension.
