ABOUT THE POSITION

SUPERVISION RECEIVED AND EXERCISED
Receives general supervision from the Recreation Supervisor. Exercises technical and functional supervision to staff, contractors, and volunteers.
CLASS CHARACTERISTICS
This is the journey level class in the recreation services series that provides program coordination, administrative, and/or day-to-day operational responsibilities. Responsibilities may include the organization of various team sports planning and implementing recreational activities in other areas such as outdoor education, cultural, aquatics, life enrichment, athletic classes, special events, and excursions for a wide variety of age groups and special populations. Responsibilities involve year-round coordination of participant registration and team assignment, facility and activity scheduling, confirmation of officials and scorekeepers, facility preparation and supervision of part-time recreation staff.
This class is distinguished from Recreation Supervisor in that the latter is the full supervisory-level class and has overall program, budgetary, and administrative responsibility for multiple recreation activities and facilities or a comprehensive recreational program.
Position Duties
- Participates in the development and implementation of goals, objectives, policies, and priorities for assigned services and programs; identifies resource needs; recommends and implements policies and procedures, including standard operating procedures for assigned programs and facilities.
- Formulates and organizes plans and schedules for seasonal and year-round activities such as City-wide athletic leagues, special events, and day and summer camps.
- Assists in the recruitment and selection of staff and provides recommendations; provides supervision, training, orientation, and guidance to assigned staff; prepares weekly and daily schedules; provides input and documentation for performance evaluations.
- Recommends selection, trains, and directs part-time, temporary, seasonal, and volunteer staff; monitors proper completion of assignments.
- Enforces safety and operating procedures and provides for maintenance needs including compliance with health and safety codes and building codes.
- Ensures programs are in compliance with applicable City laws and ordinances and City policies and procedures.
- Updates, plans, and conducts safety training and certification courses which may include First Aid, lifeguard, water safety instruction (WSI), Title 22, and other courses for Recreation Services and City staff.
- Evaluates sports leagues policies and rules for currency, effectiveness, and feasibility.
- Coordinates schedules of athletic events with maintenance and office staff to ensure field preparation and facility set up for recreation and tournament activities.
- Purchases, stores, and oversees the use of supplies and equipment; supplying fields with the necessary equipment, ensuring that all equipment is in good working condition, and reporting any equipment deficiencies to the appropriate personnel.
- Maintains contacts and provides necessary coordination of services with neighborhood groups, schools, volunteer, and other community groups.
- Develops program proposals and recommends fee schedules.
- Prepares a variety of periodic and special reports related to recreation programs and services.
- Publicizes recreation activities through a variety of public relations activities and promotional media.
- Creates marketing material for recreational programs, including developing and preparing brochures, flyers, newsletters, and other material; maintains and updates informational kiosk and websites as needed.
- Performs a variety of support work on a relief or as-needed basis, such as taking registrations, greeting the public and answering telephones, and officiating when a sport official is absent.
- Maintains logs, records, and files related to the area of assignment.
- Operates a standard vehicle to travel to multiple locations in order to perform assigned tasks; transporting equipment as needed, and performing assigned tasks at each worksite.
- Performs other duties as assigned.

- Principles and practices of recreation program development, implementation, review, and evaluation.
- Recreational, cultural, age-specific, and social needs of the community.
- Techniques of planning, scheduling, implementing, and evaluating group, social, and recreational activities.
- Principles and practices of directing recreation activities at community parks, community centers, aquatic centers, and athletic facilities.
- Applicable regulatory relevant to the program area(s) and facilities to which assigned.
- Principles and practices of effective employee and volunteer supervision, including selection, training, and work review.
- Recreation site management and oversight.
- Rules, regulations, and ordinances pertaining to recreation programs and facilities.
- Recordkeeping practices as applied to recreation programs.
- Applicable safety precautions and procedures related to the program area(s) and facilities to which assigned; including basic First Aid and adult and/or child CPR methods.
- Principles and practices of basic public relations techniques.
- Modern office practices, methods, and computer equipment and applications.
- English usage, spelling, vocabulary, grammar, and punctuation.
- Techniques to effectively interact with individuals of various ages, socio-economic, and ethnic groups.
- Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and City staff.

- Plan, oversee, coordinate, review, and evaluate recreation program operations and activities, as well as staff, contractors, and volunteers.
- Plan and prepare recreation activity schedules, staffing schedules, reports, and other related program material.
- Work with staff in preparing sports fields and facilities for programs and activities.
- Understand the organization and operation of recreation programs and facilities necessary to assume assigned responsibilities.
- Assist in developing and implementing goals, objectives, practices, policies, procedures, and work standards.
- Interpret, apply, explain, and ensure compliance with applicable federal, state, and local policies, procedures, laws, and regulations.

Other Qualifications
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
Equivalent to an associate degree with major course work in recreation administration, leisure services, physical education, or a related field (graduation from an accredited four-year college or university preferred) and two years of experience coordinating recreation or group activities.
Licenses and Certifications:
- Possession of a valid Class C California driver’s license and have a satisfactory driving record.
- Possession of, prior to completion of the probationary period, First Aid and Infant, Child and Adult CPR Certificates.
PHYSICAL DEMANDS
Must possess mobility to work in a standard office and/or recreational facility setting and use standard office and/or recreation equipment, including a computer; vision to read printed material and a computer screen; and hearing and speech to communicate in person and over the telephone. Must possess the physical stamina to lift and move tables and chairs, arrange facilities for community events and/or meetings. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification frequently bend, stoop, kneel, reach, climb, and walk on uneven surfaces to participate in recreational activities; and push and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 25 pounds.
ENVIRONMENTAL ELEMENTS
Employees may work in the field and are occasionally exposed to loud noise levels, cold and/or hot temperatures, vibration, confining workspace, chemicals, mechanical and/or electrical hazards. Incumbents may be exposed to blood and body fluids rendering First Aid and CPR are required to wear appropriate attire for the recreation activity to which they are assigned. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.
WORKING CONDITIONS
Must be able to pass a pre-employment physical, drug screen, and background investigation, including fingerprinting. May be required to work a varied schedule of hours, which may include early mornings, evenings, weekends, and holidays at a variety of City facilities.
