Goodwill Central Texas is seeking a mission-driven Program Manager to lead our ESL and Adult Basic Literacy Program.The Program Manager will oversee the full lifecycle of a large-scale grant. This role involves managing all financial, administrative and programmatic aspects of the grant, ensuring compliance with funding requirements, and coordinating with internal and external stakeholders to achieve project objectives. The ideal candidate will have strong financial acumen, experience with grants management, and the ability to ensure all reporting and regulatory requirements are met on time.
While the Program Manager is not required to have direct classroom experience, success in this role depends on their ability to lead with empathy, support instructional staff effectively, and ensure operational excellence across the program. The ideal candidate is a strong communicator, highly organized, and deeply committed to adult learners’ success. They will act as a liaison between educators and leadership, ensuring that program strategy aligns with instructional best practices and learner needs.
Role and Responsibilities
- Grant Management and Compliance - Oversee the day-to-day management of the grant, ensuring alignment with the grantor's guidelines, objectives, and regulatory requirements; monitor all financial activities related to the grant to ensure funds are used in accordance with the grant agreement.
- Operations Management –Support the implementation and continued development of programs. Develop and implement operational plans while overseeing business processes and analyzing operational efficiency. Ensure strategies, practices, and initiatives for grant- related programming are in alignment with strategic priorities.
- Data Management - Oversee the collection and documentation of student data including enrollments, completions, certifications and employment.
- Student Services - work closely with instructors, Case Managers and GCTA staff to monitor and report on students' progress related to attendance, participation, and academic standing.
- Budgeting and Financial Oversight- Develop and manage the grant budget, including tracking expenditures and ensuring budget adherence; provide regular financial reports and projections to senior management and stakeholders; collaborate with the internal finance department to ensure accurate accounting and reconciliation of grant funds.
- Reporting and Documentation- Prepare and submit all required financial and programmatic reports to the grantor on time; maintain accurate records of all grant-related activities, including financial transactions, contracts, and programmatic achievements; serve as the primary point of contact for grant audits and reviews.
- Team Management and People Leadership - Supervise program team to achieve operational and administrative goals. Establish and communicate performance and professional standards. Provide regular guidance, performance feedback, and ongoing professional development opportunities.
Supervisory Responsibility
This position has supervisory responsibilities over instructional staff
Required Skills & Qualifications
- A bachelor's degree and minimum of five years of experience in grant management, including experience with large- scale grants or public funding
- Proven track record in overseeing multiple programs
- Strong leadership skills with the ability to inspire and guide a diverse team
- Highly organized and process oriented
- Proficient in budgeting, financial analysis, and managing revenue and expenses.
- Comfortable managing programs that serve diverse learner populations and instructional approaches.
- Open to learning from educators and evolving program strategy based on frontline insights.
- Proficient computer skills with knowledge of MS Office Suite.
- Maintain complete and accurate records of all clients through ECM and other required client tracking databases. Strictly adhere to all data entry requirements set forth by Goodwill and other funding sources.
Preferred Qualifications
- Experience managing federal or state grants
- Knowledge of relevant legal and regulatory requirements for grant management
- Prior experience teaching adult learners, particularly in ESL or adult basic education settings, is highly desirable.
- Experience designing or implementing adult education curricula
- Proficiency in tools like Excel, Power BI, or similar to create and share data reports. Proficiency with modern software such as ERP systems and CRM tools.
Physical Requirements
- Prolonged periods of sitting at a desk and working on a computer.
- Must be able to lift up to 15 pounds at times.
- While performing the duties of this job, the employee is frequently required to walk; balance; stoop, kneel, crouch, and talk or hear.
- Ability to cope with and tolerate moderate levels of stress is also a necessity. Specific vision abilities required by this job include close vision, distance vision, depth perception and ability to adjust focus.
