08/20/2025 Additional Information: Show/Hide - Responsible for ongoing accounting operations and financial management for all funds in conformance with generally accepted accounting principles (GAAP), including the general fund, capital projects funds, trust and agency funds, and special revenue funds.
- Assists in the annual audit by preparing the required financial information and assisting in preparation of the Annual Comprehensive Financial Report (ACFR), the Federal & State Single audits, while maintaining effective working relationships with external auditors.
- Recommends revisions of financial procedures, forms, account classifications and statements. Prepares balance sheets, bond schedules, bank reconciliations and other financial statements and reports.
- Assists in the preparation and execution of debt financing and the preparation of official statements and credit rating presentations.
- Assists in the development of the annual operating and capital budgets, including assisting departments in developing requests and reviewing departmental requests for conformance to established guidelines. Prepares special or extended reports as may be requested by the Financial Operations Manager.
- Supervises professional and clerical staff, including scheduling, overseeing, reviewing distribution of work assignments, conducting performance evaluations and facilitating employee development.
- Maintains effective working relationships with representatives of other Town departments, financial institutions, auditors and others. Responds to general inquiries and complaints.
- Maintains control over subsidiary accounts.
- Ensures time frames and accuracy of accounting transactions and recordkeeping.
- Consults with the Financial Operations Manager in planning and organizing for fiscal management.
- Evaluates current practices and installs or proposes procedural or organizational changes to the Financial Operations Manager
- Develops and provides staff training and development to assure proper methods and practices.
- Considerable knowledge of accounting principles and procedures involved in governmental accounting and financial reporting and of their application to a variety of accounting transactions.
- Knowledge of financial accounting and reporting systems and PC-supported applications.
- Knowledge of modern office methods, equipment and practices, particularly as related to accounting work.
- Ability to analyze and evaluate accounting and auditing problems and to develop pertinent financial data in the preparation of reports and statements.
- Ability to establish and maintain effective working relationships with subordinates, other Town officials and the general public.
- Knowledge of laws and regulations governing Town finance administration, specifically including GASB.
- Ability to supervise the work of professional and clerical employees.
- Ability to develop and analyze proforma, balance sheets, long-term financial models, capital financing plans, and the like.
- Ability to express oneself clearly and concisely, orally and in writing.

Job Purpose:
The primary responsibility of this position is to manage the financial operations of the Town of West Hartford, including the supervision of treasury, payroll, accounting and accounts payable functions.

Work Environment:
Work is performed in a business office setting with a high degree of independence and self-supervision. Manages and coordinates multiple priorities, adhering to established time frames. Has contact with employees, representatives of other town departments, external auditors, State and Federal agencies, banking and financial advisors, vendors and the public. May be required to work extended business hours and occasionally be required to attend meetings outside the normal business day.
Minimum Qualifications:
Bachelor’s Degree in accounting, finance, or business administration, plus six (6) years of experience in professional governmental accounting work; at least two (2) years of which should be in a supervisory capacity; or any equivalent combination of education and experience.
METHOD OF SELECTION
Applicants must obtain a passing score of 70% on the Oral Board Examination to be placed on the Eligible List for this position.

An individual appointed to the position must satisfactorily complete a one (1) year probationary period.
