About the Department
This is an advance accounting and financial reporting position focusing on governmental finances. Work involves preparing the City’s Annual Comprehensive Financial Report (ACFR) and other financial reports for the City’s annual audit. Supervising and reviewing annual, quarterly, and monthly compliance and financial reports, analysis of general ledger accounts, and problem solving. General supervision is received from the Deputy Finance Director who reviews work for conformity with established financial, administrative, and departmental policies
Position Duties
Preparing several governmental financial statements according to Government Accounting Standard Board (GASB) and generally accepted accounting principles (GAAP)
• Preparing journal entries on a modified and full accrual basis annually for the City’s financial statements and other City reports
• Preparing the City’s Schedule of Expenditures of Federal Awards in accordance with the Uniform Guidance
• Preparing audit work papers relating to various sections of the audit such as pension/OPEB liabilities for external auditor review
• Preparing notes to the financial statements for the various City’s financial statements such as notes related to cash, investments, pension, OPEB, capital assets, and debt.
• Calculating complex pension, OPEB, lease accounting estimates
• Assisting in creating financial policies & procedures to streamline processes.
• Responsible for day-to-day maintenance of financial software package/reports
• Researching new GASB pronouncements and providing feedback on guidance interpretation
• Working with both the internal Office of Inspector General and the City’s external auditors, including the City's various pension auditors
• Training, supervising, and coordinating the work of professionals, paraprofessionals, and clerical employees in order to effectively accomplish departmental objectives.
• Responsible for preparing the State’s AFR report.
• Assisting in the City’s year-end closing process
• Provide support for rating agency requests and presentations.
Minimum Qualifications
Bachelor’s degree in accounting or finance from an accredited college or university
• Bachelor’s degree in business with a minimum of 21 accounting/finance credits is acceptable.
• Three (3) years full-time financial experience with government fund accounting and financial analysis reporting
in a municipal and/or county environment
• Considerable knowledge and understanding of generally accepted accounting principles (GAAP),
Governmental Accounting Standard (GAS), governmental fund accounting, including but not limited to double
entry bookkeeping, an Annual Comprehensive Financial Report (ACFR), Annual Financing Reporting (AFR),
Redevelopment Agencies (RDA) and of Federal, State, and City laws and regulations relating to finance and
accounting operations.
• Considerable knowledge and understanding of computerized governmental accounting software.
PREFERRED:
• Municipal and/or county governmental environment financial reporting experience preferred.
DESIRED:
• Certified Public Accountant (CPA), Certified Public Finance Officer (CPFO), or Certified Government Finance Officer (CGFO) designation and financial auditing.
- Physical Requirements
Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public through the use of the telephone and personal contact.
• Physical capability to effectively use and operate various items of office related equipment, such as, but not limited to, word processor, calculator, copier, and fax machine.
• No significant standing, walking, moving, climbing, carrying, bending, or kneeling.
• Some crawling, reaching, and handling, sitting, standing, pushing, and pulling.
